(A) Records of the director of administrative services are considered to be public records unless exempted by specific statute or section 149.43 of the Revised Code. Records are available for public inspection at all reasonable hours. Copies of records are available at reasonable cost within a reasonable period of time.
(B) Personnel records are maintained in the employee records center and are available for public inspection with the exception of medical records, records pertaining to adoption, probation and parole proceedings, trial preparation records, confidential law enforcement investigatory records, and records the release of which is prohibited by state or federal law.
(C) Telephone requests for information shall be limited to employing agency, dates of state or county employment, and job classification.
(D) No information shall be expunged from an employee’s personnel record unless so ordered by a court of law, the state personnel board of review, or the director of administrative services.
