123:4-1-01 Purpose.

(A) These rules establish requirements, procedures and guidelines for energy consumption and life cycle cost analysis of new, renovated and leased state facilities. The primary purpose of these rules shall be to minimize energy consumption in state owned, assisted and leased facilities in a cost effective manner.

(B) These rules shall apply to each state agency planning to construct or renovate any state facility five thousand square feet or greater or leasing any facility twenty thousand square feet or greater.

(C) When a state agency requests release of capital improvement funds, they shall submit copies of a pertinent life cycle analysis to the controlling board.
