Chapter 1301:3-8 Welders and Brazers
(A) "ASME" shall mean the American society of mechanical engineers. Reference material from this organization can be located at www.asme.org or by calling 1-800-THE-ASME.
(B) "Division" shall mean the division of industrial compliance in the Ohio department of commerce.
(D) "Procedure Specification" shall mean the definition as promulgated by the "Board of Building Standards" in rule 4101:3-3-13.2 of the Administrative Code.
(E) "Proof of Continuity" shall mean the definition pursuant to "ASME" section "IX", the boiler and pressure vessel code as the performance qualification of a welder or welding operator shall be affected when one of the following conditions occurs:
(1) When he or she has not welded with a process during a period of six months or more, his or her qualification of rhtat process shall expire; unless, within the six month period, prior to his or her expiration of qualification,
(a) A welder has welded using a manual or semiautomatic welding process which will maintain his or her qualification for manual and semiautomatic welding with that process;
(b) A welding operator has welded with a machine or automatic welding process which will maintain his or her qualification for machine and automatic welding with that process.
(2) When there is a specific reason to question his or her ability to make welds that meet the specification, the qualifications which support the welding he or she is doing shall be revoked. All other qualifications not questioned remain in effect.
(F) "Superintendent" shall mean the superintendent of the division of industrial compliance in the Ohio department of commerce.
(A) Each manufacturer, contractor, owner or user shall sign the procedure qualification records and procedure specification of each welder and brazer, certifying that his performance qualification is in accordance with "ASME" section "IX" and send two copies to the superintendent or his designee of the division.
(B) Each manufacturer, contractor, owner or user shall submit to the job site the approved performance qualification records and proof of continuity of all welders and brazers employed on the job site.
(A) The fees for welding and brazing under Chapter 1301:3-8 of the Administrative Code shall be non-refundable, paid to the division, and as follows:
(1) procedure specification fee............................................$ 60.00
(2) procedure qualification records fee...............................$ 15.00
