No person shall solict alms or contributions for any purpose, whether public or private, in any area owned or administered by the division.
No person shall, rent, sell, solicit or offer for sale, have in his possession with the intent to rent or sell, or expose for rent or sale any item or service in any nature preserve, scenic river land or natural area under the supervision and control of the department or its designated custodian except by written permission of the chief of the division. Canoe liveries, concession and outfitter services, may use river access sites for drop-off or pick-up of their customer without written permit.
