Ten-mile-per-hour speed limit; exceptions.
No person shall operate a powercraft on any water of the division at any time at a speed greater than ten miles per hour, except from sunrise to sunset in the designated speed zones, ski zones or open zones.

Speed and ski zone operation.
No person shall operate a powercraft within or through a designated Speed Zone, Ski Zone or unzoned area designated for combined speed boating and water skiing as provided in 1501:41-11-02, between the hours of sunrise E.S.T. to sunset E.S.T. at a greater speed than is reasonable, having due regard to traffic, surface and any other hazardous conditions then existing within such zones, but from sunset E.S.T. to sunrise E.S.T. watercraft speed shall not exceed ten (10) miles per hour within or through said zones.

Airfoils prohibited.
While being towed by a watercraft or motor vehicle, no person shall have any airfoil or balloon device in hand or affixed to the person for the purpose of becoming airborne over the lands or waters of the Division.

Air propelled powercraft, hovercraft.
Except as provided in 1501:41-13-11, no person shall use or operate any air propelled powercraft or hovercraft on any land or water area of the Division except that it shall be lawful to use these craft in the speed or ski zone only on the waters of the Division named in this paragraph, and also in the waters that directly lead from a launch ramp or dock facility to these speed or ski zones.

Horsepower limitations; canoes.
No person shall operate any canoe propelled by a motor having more than a four (4) horsepower rating on any of the waters of the Division.

No person shall operate any powercraft under its own power within or through a "No Motor Zone".

No person shall operate a powercraft within or through a "Shore Zone" or a "Danger Zone" or through any area marked as a "No Wake Zone" at any time at a speed that produces a wake. For the purpose of this rule, a "wake" is defined as a track left by a watercraft in the water causing waves that may cause discomfort, injury, or damage to persons, watercraft, or property.

Sleeping on watercraft prohibited.
No operator shall drift, anchor, dock, moor, tie-up, or beach a watercraft on lands or waters of the Division and sleep thereon at night except at locations that have been designated for such purpose by the Chief of the Division.

Pilots and engineers.
No person shall act as a pilot or engineer on any watercraft carrying passengers for hire on any of the waters of the Division who does not possess a valid pilot-engineer license issued by the Chief. No owner or operator of such watercraft shall operate such watercraft on the waters of the Division without providing an approved life preserver for each passenger carried including life preservers suitable for wear by small juveniles.

At those areas where water ski zones are designated, the direction ski boat traffic shall move on that specific lake may be posted. No person shall operate or cause a watercraft to move in a direction in violation of that posted except when a person has fallen overboard or when a skier has fallen, and then only for the purpose of retrieving the fallen person.

Watercraft operation in activity zone.
At Portage Lakes state park and Buckeye Lake state park no person shall operate a watercraft in either of the two activity zones for purposes other than the activity that is designated for that period of time. This rule shall apply from Memorial day to Labor day between the hours of nine a.m. and eight p.m., and from Labor day to Memorial day between the hours of nine a.m. and sunset.

Watercraft prohibited at beach areas.
No person shall operate a watercraft, inflatable boat, sailboard or any other device capable of being used for navigation within or through any designated swimming beach area, or any area which has been buoyed off designating it as an area in which watercraft are prohibited.

Lakes permitting four hundred horsepower.
No person shall operate a powercraft propelled by a motor or combination of motors with a horsepower rating or combined horsepower rating in excess of four-hundred horsepower through the waters of the division in the following park areas.

Unlimited horsepower at no-wake speed.
On the waters within the boundaries of Burr Oak state park:
(A) No person shall operate or permit the operation of a vessel with a motor or combination of motors exceeding a horsepower rating of ten horsepower at greater than idle speed or at a speed that creates a wake.
(B) No person shall operate or permit the operation of a vessel utilizing a motor designated by the manufacturer as a jet drive motor.

1501:41-11-23
Pymatuning horsepower and boating restrictions.
(A) No person shall operate any watercraft propelled by a single motor, or any combination of motors, that produces a horsepower rating in excess of twenty horsepower on Pymatuning lake.
(B) On Pymatuning lake no person shall ride or attempt to ride upon one or more water skis, surfboards, towed inflatable devices, or similar devices or use or operate any watercraft to tow a person thereon.
