(A) No person shall construct a breakwater in any lake administered by the division without first obtaining a license from the chief. The license shall be valid for up to twenty-five years at which time a new license must be obtained. The fee for the license shall be six dollars per square foot of breakwater. The square footage shall be calculated on the base dimensions of the breakwater. This fee is in addition to fees charged by other agencies or other divisions in the department of natural resources. The breakwater license does not authorize the construction of private docking structures or the mooring of watercraft.
