The purposes of this chapter are to define the criteria for sponsorship of a community school and to set forth the roles and responsibilities of the state board of education, the Ohio department of education, all community school sponsors and community schools, as well as to clarify their relationships with each other, in order to assist community schools in providing a public education, as a local education agency, independent of any school district, as an option to community school students and parents.
