3301-21-05 Requirements of a college, university, or other institution of higher education to be approved to prepare individuals for pre-kindergarten associate certification.

(A) Organization.

(1) A college, university, or other institution of higher education desiring to prepare individuals for pre-kindergarten associate certification shall submit the following evidence:

(a) Board of regents’ authorization to grant the two-year associate degree; and

(b) Records indicating that the governing body, administration, and faculty:

(i) Regard the pre-kindergarten associate certification program as an integral part of the institution’s total purpose;

(ii) Support the program commensurate with defined purposes and objectives; and

(iii) Assign the primary responsibility for the program to a clearly defined and organized administrative and instructional unit.

(2) The college, university, or other institution of higher education has established relationships with chartered schools and other schools offering pre-kindergarten education for the purpose of providing associate certification students with field-based experiences. The relationships are set forth in writing and address the following mutually agreed on items:

(a) Activities, services, and compensation;

(b) Roles and responsibilities;

(c) Provisions for coordinating ongoing activities and solving problems;

(d) Means for revisions to meet changing needs and conditions; and

(e) Professional development programs for persons involved in the preparation of individuals for pre-kindergarten associate certification.

(3) The college, university, or other institution of higher education shall utilize one or more advisory committees, which include pre-kindergarten teachers and administrators for the purpose of advising on the design, approval, and continuous evaluation and development of the pre-kindergarten associate certification program. The advisory committees shall meet at least twice a year, shall report recommendations to the college, university, or other institution of higher education, and shall be kept informed on the status of the program.

(4) Recruitment, admission, and retention of an individual desiring the pre-kindergarten associate certificate shall be conducted pursuant to criteria and procedures adopted by the governing body of the college, university, or other institution of higher education. The criteria and procedures shall be free of cultural bias, shall include provisions for determining whether the individual is of good moral character pursuant to rule 3301-21-01 of the Administrative Code, shall relate to the acquisition of the body of knowledge, skills, attitudes, and values determined essential for effective performance under the pre-kindergarten associate certificate, and shall include the following provisions.

(a) The college, university, or other institution of higher education shall assess each individual as a condition for admission to the program and for diagnosis of strengths and needs which must be addressed throughout the program. Assessment criteria and procedures shall include:

(i) Measures of oral and written communications and mathematics skills;

(ii) Measures of academic aptitude and achievement; and

(iii) Determination of appropriate interpersonal relations and motivation.

(b) Decisions regarding the retention of each student shall be made on the basis of continuous evaluation of progress during participation in course work, clinical experiences, and field-based experiences.

(5) Prior to the recommendation of an individual for certification, the college, university, or other institution of higher education shall administer the state board of education examination prescribed as a requisite for pre-kindergarten associate certification.

(a) The examination shall be free of cultural bias.

(b) The college, university, or other institution of higher education shall recommend for certification only an individual who has successfully completed the examination.

(c) The college, university, or other institution of higher education shall place evidence of successful completion of the examination in the cumulative record and on the transcript.

(6) The college, university, or other institution of higher education shall adopt criteria, policies, and procedures to govern the preparation of individuals for pre-kindergarten associate certification.

(a) Criteria, policies, and procedures shall not violate applicable laws and regulations pertaining to discrimination on the basis of age, gender, handicapping condition, political affiliation, race, religion, or socioeconomic status.

(b) Due process procedures shall be specified and available to any individual affected by the criteria, policies, and procedures.

(7) The provisions made by the college, university, or other institution of higher education pursuant to paragraph (A) of this rule shall be set forth in writing and disseminated as appropriate or upon request to interested parties.

(B) Curriculum.

(1) The body of knowledge, skills, attitudes, and values determined essential for effective practice shall be specified for pre-kindergarten associate certification.

(2) The curriculum shall identify the sequential learning needed to attain the specified body of knowledge, skills, attitudes, and values, and shall include instructional objectives and a syllabus for each course, clinical experience, and field-based experience.

(3) The pre-kindergarten associate certification program shall include a general education core and a child development and pedagogical skills core defined with purposes and objectives and consisting of studies well distributed over communication arts, concept development, creative arts, physical development, and social development.

(a) The general education core shall consist of fourteen semester hours of general or non-technical studies including oral and written communication, social studies and humanities.

(b) The child development and pedagogical skills core shall provide for the acquisition of knowledge, skills, attitudes, and values from the study of the following:

(i) Cultural, psychological, and sociological bases of human diversity;

(ii) Principles of human development, growth and learning with practical application to pre-kindergarten settings;

(iii) Methods, materials, and technology for pre-kindergarten education, including developmentally appropriate methods, activities, and environments for diagnosing and addressing the needs of young children and the needs of exceptional children;

(iv) Application of planning and management skills for the purpose of sustaining a healthful learning environment; and

(v) Legal and ethical implications of pre-kindergarten education.

(c) The pre-kindergarten associate certification program shall include at least three hundred hours of clinical and field-based experiences that provide for observation and practice.

(i) Each student shall complete a supervised practicum experience during which the student assumes major responsibility for the full range of teaching and caregiving duties for a group of young children.

(ii) Each student shall participate in field-based experiences in culturally, racially, and socioeconomically diverse settings, and the field-based experiences shall include opportunities to work with exceptional children.

(C) Instruction.

(1) Instruction shall provide students with models which contribute to effective practice.

(2) Instruction shall ensure that each student will be able to communicate effectively with children and parents, and will be able to provide developmentally appropriate activities and environments for pre-kindergarten education.

(3) Clinical and field-based experiences shall be designed specifically for pre-kindergarten associate certification and shall be supervised and evaluated by college or university pre-kindergarten education faculty.

(4) Cooperating teachers shall have a minimum of three years of satisfactory experience in early childhood education with at least one year in pre-kindergarten education programs.

(D) Faculty.

(1) The pre-kindergarten associate certification program shall be administered by the dean or head of teacher education at an institution approved for the preparation of teachers.

(2) Administration of the pre-kindergarten associate certification program at a two-year college shall be the responsibility of an administrator who is assigned adequate time to provide leadership and direction to the preparation program.

(a) The administrator shall be qualified for such position as evidenced by extensive academic preparation and experience in pre-kindergarten education programs. An individual assigned to administer the pre-kindergarten associate certification program on the effective date of this rule shall be considered to have met the academic and experience requirements of this paragraph.

(b) The administrator shall be responsible for recommending certification of those students who have satisfactorily met the requirements prescribed by the state board of education and the laws of Ohio and who have evidenced the following:

(i) Completion of an approved pre-kindergarten associate certification program;

(ii) Completion of the state board of education prescribed assessment; and

(iii) Good moral character.

(c) The administrator shall be the official representative of the college, university, or other institution of higher education in working with the Ohio department of education.

(3) Each pre-kindergarten education faculty member who is assigned on a full-time or part-time basis, shall have the academic preparation appropriate to each teaching and supervisory assignment and shall evidence three years of satisfactory experience in early childhood education with at least one year in pre-kindergarten education, or comparable experience as may be approved by the Ohio department of education. A faculty member assigned to a pre-kindergarten associate certification program on the effective date of this rule shall be considered to have met the academic and experience requirements of this paragraph.

(4) Part-time faculty may be utilized in accordance with a plan that ensures instructional continuity in the pre-kindergarten associate certification program.

(5) The college, university, or other institution of higher education shall implement a plan of professional development for pre-kindergarten associate certification faculty that includes meaningful participation by each faculty member in on-site pre-kindergarten education experiences at least every three years.

(6) The pre-kindergarten associate certification faculty load shall be consistent with the established purposes and objectives of the program and shall be equivalent to that of other faculty who teach associate degree courses.

(7) The pre-kindergarten associate certification faculty shall be accorded rights and privileges commensurate with other faculty who teach associate degree courses.

(E) Student services.

(1) The college, university, or other institution of higher education shall provide comprehensive student services listed in paragraphs (E)(1)(a) to (E)(1)(d) of this rule.

(a) Orientation to the pre-kindergarten associate certification program, including:

(i) Expectations for course work, clinical experiences, and field-based experiences;

(ii) Resources available to assist in the acquisition of the requisite body of knowledge, skills, attitudes, and values; and

(iii) Career options and employment potential, conditions, and salaries.

(b) Individualized counseling scheduled on a regular basis;

(c) Maintenance of a cumulative record for each student, which shall include at least:

(i) Career objective;

(ii) Completed course work and grades;

(iii) Written evaluations of clinical and field-based experiences; and

(iv) Results of successful completion of assessments administered pursuant to this rule.

(d) Placement services for graduates seeking initial or subsequent employment in pre-kindergarten education.

(2) Student services shall be conducted pursuant to published policies and procedures, according to published times, and by individuals who are qualified by appropriate preparation and experience.

(F) Facilities.

(1) Physical facilities, instructional materials, equipment, and other resources shall provide for the following:

(a) Student acquisition of the knowledge, skills, attitudes, and values determined essential for effective practice; and

(b) Safety and health of students and faculty.

(2) The library shall support instruction and services pertinent to pre-kindergarten education.

(a) The library collection, procedures, and equipment shall reflect modern practices and the guidelines of appropriate learned societies and professional organizations.

(b) The library shall be administered on a full-time basis by a professionally trained librarian.

(3) An educational media center shall be maintained either as a separate unit or as a part of the library. The center shall meet the following provisions:

(a) Maintain hours of accessibility which support pre-kindergarten education student learning;

(b) Serve as a laboratory of material and educational media for pre-kindergarten education;

(c) Provide the following materials which shall be cataloged according to professionally recognized standards:

(i) A wide array of curriculum materials commonly used in pre-kindergarten programs;

(ii) Various types of educational media;

(iii) Various types of materials used in evaluation of learning; and

(iv) Curriculum patterns, courses of study, and teaching units.

(d) Provide workshop facilities for the preparation of new instructional materials including access to electronic, photographic, and other equipment.

(4) Space, equipment, and staff shall be available for planning, recording, and evaluating clinical experiences.

(G) Financial support.

(1) Financial stability shall be evidenced for the accomplishment of announced purposes and procedures to meet the standards for pre-kindergarten associate certification programs established by the state board of education.

(2) A clear and accurate analysis of the financial status of the college, university, or other institution of higher education with special emphasis on adequate financial support of the pre-kindergarten associate certification program shall be presented jointly by the president of the college or university and the administrator responsible for pre-kindergarten education. The analysis shall be presented in a financial statement at the time of the on-site evaluation by the Ohio department of education.

(H) Evaluation.

(1) The college, university, or other institution of higher education shall evaluate the pre-kindergarten associate certification program at least every five years. A well-defined plan of evaluation shall be implemented and shall include the following:

(a) Continous study, development, and improvement of the pre-kindergarten associate certification program, and

(b) Follow-up of graduates.

(2) Each pre-kindergarten associate certification program shall be evaluated at least once every five years by the Ohio department of education pursuant to rule 3301-21-07 of the Administrative Code.

3301-21-06 Procedure for a college, university, or other institution of higher education to be approved to offer pre-kindergarten associate certification programs.

(A) A college, university, or other institution of higher education which seeks state board of education approval to prepare individuals for pre-kindergarten associate certification shall have the approval of the Ohio board of regents to grant the applicable associate degree.

(1) The college, university, or other institution of higher education shall request approval from the state board of education to offer a program leading to the pre-kindergarten associate certificate. The request shall be made in accordance with procedures and forms provided by the Ohio department of education.

(2) Approval by the state board of education shall be based on the following criteria:

(a) Requirements of a college, university, or other institution of higher education to be approved to prepare individuals for pre-kindergarten associate certification specified in rule 3301-21-05 of the Administrative Code;

(b) Standards for pre-kindergarten associate certification specified in rule 3301-23-24 of the Administrative Code; and

(c) Recommendation by the “Ohio Teacher Education and Certification Advisory Commission” based on evidence provided by a thorough review of the proposed program in relationship to the guidelines of appropriate learned societies and professional organizations.

(B) Approved programs shall be evaluated pursuant to rule 3301-21-07 of the Administrative Code.

(C) Approved programs shall retain such status until withdrawn at the request of the college, university, or other institution of higher education, or approval is rescinded by the state board of education pursuant to Chapter 119. of the Revised Code.

3301-21-07 Evaluation of colleges, universities, or other institutions of higher education approved to prepare individuals for pre-kindergarten associate certification.

(A) The state board of education shall provide for the evaluation of colleges, universities, or other institutions of higher education desiring to prepare individuals for pre-kindergarten associate certification and shall approve such institutions that maintain satisfactory training procedures. All colleges, universities, or other institutions of higher education approved to offer pre-kindergarten certification programs shall be evaluated at least once every five years to determine compliance with rule 3301-21-05 of the Administrative Code.

(B) The evaluation shall include an on-site review conducted by a team composed of persons representing the pre-kindergarten education profession, professional education faculty and students, and interested citizens.

(C) The evaluation shall be conducted in accordance with Ohio department of education guidelines which shall include the following items:

(1) Provision for the college, university, or other institution of higher education that is to be evaluated to receive advance notification of the dates of the evaluation;

(2) Presentation of evidence by the college, university, or other institution of higher education for review by the evaluation team;

(3) Procedures that will be followed by the on-site evaluation team;

(4) Procedures for delivering a final report of the findings to the administrator of the pre-kindergarten associate certification program, the academic dean or provost, and the president of the college, university, or other institution of higher education.

(D) Each college, university, or other institution of higher education shall be provided an opportunity to respond to any evaluation team finding.

(E) The results of the evaluation and any reconciliation shall be considered by the “Ohio Teacher Education and Certification Advisory Commission” in the development of recommendations to be submitted to the state board of education.

(F) Any college, university, or other institution of higher education adversely affected by the evaluation process may appeal such findings pursuant to Chapter 119. of the Revised Code.
