3301-27-01 Qualifications to direct, supervise, or coach a pupil activity program.

(A) As used in this rule:

(1) “Pupil-activity program” means a program that does not include any class or course required or offered for credit toward a pupil’s promotion to the next grade or for graduation, or any activity conducted as a part of or required for such a class or course.

(2) “Licensed” has the same meaning as “licensed individual” stated in division (A)(1) of section 3313.53 of the Revised Code.

(3) “Nonlicensed” has the same meaning “nonlicensed individual” as stated in division (A)(2) of section 3313.53 of the Revised Code.

(4) “School” means chartered public, chartered nonpublic or community school.

(B) Prior to the employment of any individual, whether licensed or nonlicensed, by any school, to direct, supervise, or coach a pupil-activity program, the hiring authority shall assure compliance with all applicable law and that the individual meets the following requirements:

(1) The individual has met the requirements of rule 3301-20-01 of the Administrative Code.

(2) The individual is competent to direct, supervise, or coach a pupil-activity program. The individual’s competence shall be determined by the following:

(a) Evidence of successful experience that the individual has demonstrated the ability to work effectively with pupils.

(b) Evidence of substantive knowledge of the pupil-activity program, such as successful completion of a college or university course on such activity program or successful experience, as determined by the board of education, in such activity program.

(c) Knowledge of applicable rules and regulations established by the school.

(3) If the individual is nonlicensed, that he/she has obtained a pupil activity permit issued by the state board of education under division (A) of section 3319.303 of the Revised Code.

(C) Before hiring any individual, whether licensed or nonlicensed, to direct, supervise or coach a pupil activity program that involves athletics, routine or regular physical activity or health and safety considerations, the hiring authority shall assure that the individual has obtained a pupil-activity permit issued by the state board of education under division (A) and (B) of section 3319.303 of the Revised Code and paragraph (D) of this rule.

(D) Any individual who directs, supervises, or coaches a pupil activity program that involves athletics, routine or regular physical activity, or health and safety considerations, as determined by the school, shall show evidence of both of the following:

(1) Successful completion of an approved cardiopulmonary resuscitation (CPR) training course evidenced by a currently valid certificate; and

(2) Successful completion of one of the following:

(a) A nationally recognized first-aid training program as designated on the approved list provided by the Ohio department of education; or

(b) A college or university course on the health and safety of participants in a pupil activity program as approved by the Ohio department of education; or

(c) A four-hour first-aid training course as approved by the Ohio department of education and conducted pursuant to guidelines referenced in paragraph (E) of this rule.

(E) A first-aid training course under paragraph (D)(2)(c) of this rule shall be pre-approved in accordance with the policies and procedures of the department of education. To be an approved first-aid training course under paragraph (D)(2)(c) of this rule, the course shall include, at a minimum, the following:

(1) A minimum of one hundred twenty minutes of instruction by a licensed doctor of medicine, licensed doctor of osteopathy, a national athletic trainer association certified athletic trainer, or an Ohio licensed athletic trainer;

(2) A minimum of thirty minutes of instruction dedicated to assessment of life threatening injuries which shall include at least the following topics: airway obstruction, respiratory failure, cardiac arrest, cranial-cerebral injury, cervical injury, and heat injury;

(3) A minimum of thirty minutes of instruction dedicated to assessment of non-life threatening injuries which shall include at least the following topics: assessment of contusion, fracture, sprain, strain, and dislocation;

(4) A minimum of thirty minutes of instruction dedicated to injury prevention which shall include at least the following topics: conditioning, protective equipment, and taping technique;

(5) A minimum of thirty minutes of instruction dedicated to injury management which shall include at least the following topics: protection, rest, use of ice, compression, and elevation;

(6) A minimum of thirty minutes of instruction dedicated to general topics which shall include topics such as: nutrition, drug enhancement supplements, contagious and communicable diseases, tobacco, recognition of the drug impaired athlete, functional testing for return to the activity, and legal concerns.

(F) An individual may renew the pupil activity permit upon evidence of successful completion of the requirements in paragraphs (D)(2)(a), (D)(2)(b), or (D)(2)(c) of this rule taken within the last two calendar years prior to request for renewal of the permit.

(G) An individual whose license is currently revoked or suspended shall be ineligible to apply for a pupil activity permit.

(H) Any action to suspend, revoke or limit a pupil activity permit or deny an application for a pupil activity permit under section 3319.31 of the Revised Code shall be done in compliance with Chapter 3301-73 of the Administrative Code.
