(A) Any person may determine the time and place of all regularly scheduled meetings and the time, place, and purpose of all special meetings of the state board of education, or any committee or subcommittee of the state board, by:
(1) Writing to the following address: secretary, Ohio state board of education, 25 South Front Street, Columbus, Ohio 43215-4183”; or
(2) Contacting the department of education’s office of board relations at 614-466-4838 or by electronic mail at boardrelations@ode.state.oh.us; or.
(3) Checking for meeting notices provided on the department of education’s website at www.ode.state.oh.us.
(B) News media
(1) Any representative of the news media may obtain notice of all special meetings by sending a written request to: secretary, Ohio state board of education, 25 South Front Street, Columbus, Ohio 43215-4183. The request shall include the telephone numbers and electronic mail address of the media representative to be contacted. Notice to a publication or radio or television station shall be limited to one representative. The state board of education shall maintain a list of all news media representatives who have requested notice of special meetings.
(2) In the event of a special meeting not of an emergency nature, the state board of education, or any committee or subcommittee of the state board, shall notify all registered media representatives by at least one of the following means:
(a) Written notice electronically mailed at least four calendar days prior to the day of the special meeting;
(b) Notification by electronic mail or telephone at least twenty-four hours prior to the special meeting. Such electronic mail or telephone notice shall be considered completed if a message has been left for the media representative, or if the state board of education, or any committee or subcommittee thereof, has made a reasonable effort but has been unable to provide such electronic mail or telephone notice; or
(c) Notice in person at least twenty-four hours prior to the special meeting.
(3) In the event of an emergency meeting, the state board of education, or any committee or subcommittee thereof, shall notify all registered media representatives either by the means outlined in paragraph (B)(2)(b) or (B)(2)(c) of this rule or by notifying the clerk of the state house press room. In the case of such an emergency meeting, the notice need not be given twenty-four hours prior to the meeting but shall be given as soon as possible after the emergency meeting is scheduled.
(C) In giving the notices required by paragraph (B) of this rule, the state board of education, or any committee or subcommittee of the state board, may rely on assistance provided by any member of the department of education staff, and any such notice is complete if given by such member in the manner provided in paragraph (B) of this rule.
(D) The secretary of the state board of education shall maintain a list of all persons who have requested, orally or in writing, notice of all meetings of the state board of education, or any committee or subcommittee thereof, at which specific subject matters designated by such persons are scheduled to be discussed. Any person may have his/her name placed on such a list. The secretary shall no later than five days prior to each meeting, send by first class mail a voting agenda of the meeting to such persons. The state board of education, or any committee or subcommittee thereof, may charge a reasonable fee for such notice or may require each person to provide self-addressed, stamped envelopes for the mailing of such notice.
(E) The minutes of any regular or special meeting of the state board of education, or any committee or subcommittee of the state board, shall be promptly prepared, filed, and maintained and open for public inspection. The minutes of an executive session of the state board of education, or any committee or subcommittee thereof, need only reflect the general subject matter of the discussion in executive session.
