(A) Designation as a level I newborn care service requires that the provider of the newborn care service provide care to newborns with uncomplicated conditions and to newborns that require emergency resuscitation or stabilization for transport. Level I newborn care services may provide for the management of newborns with selected complicated conditions including:
(1) Moderately ill newborns with problems that are expected to resolve rapidly; and
(2) Recovering newborns that can be appropriately transferred from another service provider.
(B) In addition to the requirements under paragraphs (B)(1) to (B)(7) of rule 3701-84-46 of the Administrative Code, each level I newborn care service shall:
(1) Have the capability to resuscitate and stabilize newborns in the nursery consistent with the American heart association/American academy of pediatrics(AHA/AAP) neonatal resuscitation program or an equivalent program accepted by the director; and
(2) Provide for consultation or referral of transports as needed. A system shall be in place to prepare and efficiently transport the patient consistent with the current American academy of pediatrics and American college of obstetricians and gynecologists guidelines for perinatal care.
(C) Each level I newborn care service shall have the necessary support services and shall meet the requirements of paragraphs (D) and (E) of rule 3701-84-46 of the Administrative Code.
(D) Each level I newborn care service shall have qualified staff as appropriate for the services provided including:
(1) A director of the newborn care service who shall be responsible for the overall operation of the service and coordination with obstetric care services and who shall be a board certified pediatrician or a board certified family physician with experience in pediatrics;
(2) A nurse manager who is a registered nurse responsible for the organization and supervision of nursing services in the obstetrical and newborn care service.
(3) Except as provided in paragraph (D)(4) of this rule, RNs with the appropriate education and demonstrated competence, commensurate with the acuity and volume of patients served, to provide direct supervision of newborns. An RN competent in newborn care shall be on duty twenty-four hours per day for newborn care;
(4) An RN with the appropriate education and demonstrated competence, commensurate with the acuity and volume of patients served, shall be available within thirty minutes twenty-four hours a day to provide newborn care when no patients are present on the service;
(5) An individual who has successfully completed the AHA/AAP neonatal resuscitation program, or an equivalent program accepted by the director, present at all times;
(6) At least one staff member in attendance for newborns when they are not with the mother or her designee;
(7) A licensed dietitian with knowledge of newborn nutrition, or the service shall have the ability to obtain newborn nutrition consultation; and
(8) A licensed social worker with knowledge of newborn psychosocial and family support services.
(E) Newborn care service staff requirements that are identical to obstetric care service staff requirements set forth in paragraph (E), (F), (G), (H), (I), (J), (K), (L), (M), (N), or (O) of rule 3701-84-46 of the Administrative Code do not need to be duplicated.
