The USEPA will calculate the annual allowance allocation for a combustion source based on the data, corrected as necessary, under rules 3745-103-33 to 3745-103-37 of the Administrative Code as follows:
(A) For combustion sources for which the current promulgated SO2 emissions limit under rule 3745-103-37 of the Administrative Code is greater than or equal to the current allowable SO2 emissions rate under rule 3745-103-36 of the Administrative Code, the number of allowances allocated for each year equals:

(B) For combustion sources for which the current promulgated SO2 emissions limit under rule 3745-103-37 of the Administrative Code is less than the current allowable SO2 emissions rate underrule 3745-103-36 of the Administrative Code,
(1) The number of allowances for each year ending prior to the effective date of the promulgated SO2 emissions limit equals:
