Rule 3745-18-37 | Hamilton county emission limits.

 

(A) No owner or operator of any coal-fired steam generating unit in Hamilton county, unless otherwise specified in this rule, shall cause or permit the emission of sulfur dioxide from any source to exceed a maximum of 2.0 pounds of sulfur dioxide per MM Btu actual heat input.

(B) The "INEOS ABS (USA) Corporation" (OEPA permits number 1431010054) or any subsequent owner or operator of the "INEOS ABS (USA) Corporation, 356 Three Rivers Parkway, Addyston, Ohio" shall not cause or permit the emission of sulfur dioxide from the following sources to exceed the amounts indicated; shall use stacks no lower than the stack heights indicated and shall limit the operation of said sources such that the indicated average operating rates are not exceeded for any calendar day:

(2) Boiler number 7 (OEPA source number B006); a maximum of 5.5 pounds of sulfur dioxide per MM Btu actual heat input from each boiler and a minimum stack height of sixty-five feet above ground level for each boiler.

(E) The "DyStar Hilton Davis Corp." (OEPA premise number 1431070039) or any subsequent owner or operator of the "DyStar Hilton Davis Corp., 2235 Langdon Farm Road, Cincinnati, Ohio" shall not cause or permit the emission of sulfur dioxide from unit number 7 (OEPA source number B010) to exceed a maximum of 1.2 pounds of sulfur dioxide per MM Btu actual heat input.

(K) The "University of Cincinnati" (OEPA premise number 1431070849) or any subsequent owner or operator of the "University of Cincinnati, 2600 Clifton Ave, Cincinnati, Ohio" shall not cause or permit the emission of sulfur dioxide from the following sources to exceed the amounts indicated:

(3) CUP package boiler numbers 1 and 2 (OEPA source numbers B019 and B020); a maximum of 0.3 pounds of sulfur dioxide per MM Btu actual heat input from each boiler.

(V) The "Ford Motor Company" (OEPA premise number 1431140861) or any subsequent owner or operator of the "Ford Motor Company, 3000 Sharon Road, Sharonville, Ohio" shall not cause or permit the emission of sulfur dioxide from boiler number 2 (OEPA source number B002) to exceed a maximum of 1.7 pounds of sulfur dioxide per MM Btu actual heat input from the boiler and shall limit the operation of boiler number 2 (OEPA source number B002) to two hundred forty-four MM Btu per hour for any calendar day.

(W) The "General Electric Aviation, Evendale Plant" (OEPA premise number 1431150060) or any subsequent owner or operator of the "General Electric Aviation, Evendale Plant, One Neumann Way, Cincinnati, Ohio" shall not cause or permit the emission of sulfur dioxide from boiler numbers 5, 6, and 8 (OEPA source numbers B007, B008 and B009) to exceed a maximum of 1.52 pounds of sulfur dioxide per MM Btu actual heat input from each boiler and shall limit the operation of boiler numbers 6 and 8 (OEPA source numbers B008 and B009) such that their combined average operating rate shall not exceed two hundred forty-four MM Btu per hour for any calendar day.

(BB) The "Miami Fort Power Station" (OEPA premise number 1431350093) or any subsequent owner or operator of the "Miami Fort Power Station, 11021 Brower Road, North Bend Ohio" shall not cause or permit the emission of sulfur dioxide from the following sources to exceed the amounts indicated and shall use stacks no lower than the stack height indicated:

(3) Unit number 6 (OEPA source number B007); a maximum of 5.0 pounds of sulfur dioxide per MM Btu actual heat input from each boiler and a minimum stack height of five hundred ninety feet above ground level.

(4) Gas turbine numbers GT-3 through GT-6 (OEPA source numbers B010 through B013); a maximum of 0.5 pounds of sulfur dioxide per MM Btu actual heat input.

(5) Unit number 7 (OEPA source number B015); a maximum of 5.5 pounds of sulfur dioxide per MM Btu actual heat input.

(6) Unit number 8 (OEPA source number B016); a maximum of 1.2 pounds of sulfur dioxide per MM Btu actual heat input.

(KK) The "Veolia North America Regeneration Services, LLC" (OEPA premise number 1431350817) or any subsequent owner or operator of the "Veolia North America Regeneration Services, LLC, 11215 Brower Road, Miami, Ohio" shall not cause or permit the emission of sulfur dioxide from the sulfuric acid plant (OEPA source number P001) to exceed a maximum of 2.2 pounds per ton of acid produced, the production expressed as one hundred per cent sulfuric acid mist (H2SO4), based on a three-hour rolling average, and a mass cap of two hundred eighty-one tons per year, based on a twelve-month rolling average, and use a stack no lower than one hundred seventy-five feet above ground level.
