3769-16-32 Outrider mandatory.

Each commercial permit holder shall provide one qualified person who shall serve as an outrider positioned on the track immediately prior to and during the running of all races held at such track. The general manager of each commercial track must submit to the commission certification that such person is qualified to serve as an outrider.
