3769-17-27 Provide wheel disk, mud fenders.

It shall be the responsibility of the owner and trainer to provide every sulky used in a race with unicolored or colorless wheel discs on the inside and outside of the wheel of a type approved by the racing commission. In his discretion, the presiding judge may order the use of mud guards at parimutuel tracks, and these shall be provided by the owners and/or trainers.
