No permit holder, member, officer, director, or employee of a permit holder will give or offer to any member, employee, representative of the commission, or to any relative of any member, employee, or representative, any thing of value with intent to influence, or which may appear to be intended to influence the member, employee, or representative of the commission in the performance of their official duties and responsibilities.
