3769-4-28 May appoint deputy.

In an emergency any steward may appoint his own deputy at any time. If only one steward is present in the stand, he may name additional persons to serve with him. If none of the stewards is present, the clerk of the course shall name persons to serve in the absence of the stewards and shall report the absence in writing to the commission. In no case will there be less than three stewards in attendance during the running of the races.
