3769-6-50 Must use licensed outrider.

Except in stakes and handicap races when permission may be granted by the stewards, no mounted attendant, except a licensed outrider, shall be permitted to lead a horse to the place of dismounting after such horse has been pulled up by the jockey at the end of a race.
