A person shall be able to play any game operated by the state lottery by purchasing a ticket issued by the state lottery. In on-line lottery games, each purchaser of a ticket for a given price shall have the same probability of winning any prize offered in that game as every other purchaser of a ticket at the same price. In instant lottery games, chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won, however, overall odds of winnings in each game shall not change and are set forth on each ticket. The director shall seek to obtain the widest possible participation and play by the public excluding minors in the games of the state lottery except that the director may limit any block betting by any person(s) attempting to purchase all combinations in a given game or if any such block betting interferes with the ability of other players to place their bets in a timely fashion.
