3770:1-9-108 Game number one hundred eight.

(A) Title and term. Ohio lottery commission game number one hundred eight “Bingo,” shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, “sales cycle” shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which agents are to make their final settlement with respect to tickets allocated to them during the period in game number one hundred eight.

(B) General design.

(1) Game number one hundred eight is an instant lottery game within which are contained four separate games referred to as “card 1,” “card 2,” “card 3” and “card 4” on the ticket. To win a prize award(s), the player is required to scratch off the covering over the “caller’s card” to reveal twenty-five bingo numbers. The player then scratches off the overlay for all corresponding numbers contained on cards 1 through 4 on the ticket. Prizes may be won if the matched numbers revealed on any one “card” form the following: A complete horizontal or vertical line of five matched spaces of four matched spaces and the “free” space in the middle; a diagonal line of four matched spaces and the “free” space in the middle; matching numbers in all four corners; or two complete diagonal lines forming an “x” including eight matched numbers and the “free” space. The prizes available are printed beside each “card.” A player may win up to four times on one ticket but may win only once per “card.”

(2) As used in this rule, “prize value” shall mean one of the following monetary figures as they appear in each separate card:

(a) “Card 1” ? two dollars, twenty-five dollars and one hundred dollars;

(b) “Card 2” ? two dollars, fifty dollars and five hundred dollars;

(c) “Card 3” ? five dollars, one hundred dollars and one thousand dollars; and

(d) “Card 4” ? ten dollars, one hundred dollars and ten thousand dollars.

(3) Each separate “card,” 1 through 4, in instant game number one hundred eight shall be imprinted in such a way that prize awards from the sets listed above may be won.

(C) Price of tickets. The price of a ticket issued by the commission in game number one hundred eight shall be two dollars.

(D) Structure, nature and value of prize awards.

(1) There shall be one type of prize in game number one hundred eight called a “regular prize award.” A single ticket may generate no more than four prize awards. The sum of all prize awards on a ticket constitutes a regular prize.

(2) As used in this rule, the only “prize awards” that can be won in game number one hundred eight are: Two dollars, four dollars, five dollars, seven dollars, nine dollars, ten dollars, fourteen dollars, nineteen dollars, twenty-five dollars, twenty-seven dollars, forty-two dollars, fifty dollars, sixty-five dollars, one hundred dollars, one hundred seventy-five dollars, two hundred fifty dollars, five hundred dollars, one thousand dollars and ten thousand dollars. Each separate “card,” 1 through 4, in instant game number one hundred eight shall be imprinted in such a way that prize awards from the set listed above may be won.

(3) Prize awards shall be distributed in games (cards) 1 through 4 as follows:

(a) Holder of a valid winning ticket winning two dollars on a horizontal, vertical or diagonal line in “card 1” shall win a regular prize award of two dollars;

(b) Holder of a valid winning ticket winning two dollars on a horizontal, vertical or diagonal line in “card 2” shall win a regular prize award of two dollars;

(c) Holder of a valid winning ticket winning two dollars on a horizontal, vertical or diagonal line in “card 1,” and two dollars on a horizontal, vertical or diagonal line in “card 2” shall win a regular prize award of four dollars;

(d) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in “card 3” shall win a regular prize award of five dollars;

(e) Holder of a valid winning ticket winning two dollars on a horizontal, vertical or diagonal line in “card 1,” and five dollars on a horizontal, vertical or diagonal line in “card 3” shall win a regular prize award of seven dollars;

(f) Holder of a valid winning ticket winning two dollars on a horizontal, vertical or diagonal line in “card 2,” and five dollars on a horizontal, vertical or diagonal line in “card 3” shall win a regular prize award of seven dollars;

(g) Holder of a valid winning ticket winning two dollars on a horizontal, vertical or diagonal line in “card 1,” two dollars on a horizontal, vertical or diagonal line in “card 2” and five dollars on a horizontal, vertical or diagonal line in “card 3” shall win a regular prize award of nine dollars;

(h) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in “card 4” shall win a regular prize award of ten dollars;

(i) Holder of a valid winning ticket winning two dollars on a horizontal, vertical or diagonal line in “card 1,” two dollars on a horizontal, vertical or diagonal line in “card 2” and ten dollars on a horizontal, vertical or diagonal line in “card 4” shall win a regular prize award of fourteen dollars;

(j) Holder of a valid winning ticket winning two dollars on a horizontal, vertical or diagonal line in “card 1,” two dollars on a horizontal, vertical or diagonal line in “card 2,” five dollars on a horizontal, vertical or diagonal line in “card 3” and ten dollars on a horizontal, vertical or diagonal line in “card 4” shall win a regular prize award of nineteen dollars;

(k) Holder of a valid winning ticket winning twenty-five dollars on four corners in “card 1” shall win a regular prize award of twenty-five dollars;

(l) Holder of a valid winning ticket winning twenty-five dollars on four corners in “card 1,” and two dollars on a horizontal, vertical or diagonal line in “card 2” shall win a regular prize award of twenty-seven dollars;

(m) Holder of a valid winning ticket winning twenty-five dollars on four corners in “card 1,” two dollars on a horizontal, vertical or diagonal line in “card 2,” five dollars on a horizontal, vertical or diagonal line in “card 3” and ten dollars on a horizontal, vertical or diagonal line in “card 4” shall win a regular prize award of forty-two dollars;

(n) Holder of a valid winning ticket winning fifty dollars on four corners in “card 2” shall win a regular prize award of fifty dollars;

(o) Holder of a valid winning ticket winning fifty dollars on four corners in “card 2,” five dollars on a horizontal, vertical or diagonal line in “card 3” and ten dollars on a horizontal, vertical or diagonal line in “card 4” shall win a regular prize award of sixty-five dollars;

(p) Holder of a valid winning ticket winning one hundred dollars on an “X” in “card 1” shall win a regular prize award of one hundred dollars;

(q) Holder of a valid winning ticket winning one hundred dollars on four corners in “card 3” shall win a regular prize award of one hundred dollars;

(r) Holder of a valid winning ticket winning one hundred dollars on four corners in “card 4” shall win a regular prize award of one hundred dollars;

(s) Holder of a valid winning ticket winning twenty-five dollars on four corners in “card 1,” fifty dollars on four corners in “card 2” and one hundred dollars on four corners in “card 3” shall win a regular prize award of one hundred seventy-five dollars;

(t) Holder of a valid winning ticket winning fifty dollars on four corners in “card 2,” one hundred dollars on four corners in “card 3” and one hundred dollars on four corners in “card 4” shall win a regular prize award of two hundred fifty dollars;

(u) Holder of a valid winning ticket winning five hundred dollars on an “X” in “card 2” shall win a regular prize award of five hundred dollars;

(v) Holder of a valid winning ticket winning one thousand dollars on an “X” in “card 3” shall win a regular prize award of one thousand dollars; and

(w) Holder of a valid winning ticket winning ten thousand dollars on an “X” in “card 4” shall win a regular prize award of ten thousand dollars.

(E) Number of prize awards. The number of prize awards in any sales cycle of game number one hundred eight will depend upon the number of tickets sold during that cycle. Tickets shall be printed in accordance with this rule using random techniques in order that:

(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

(2) Mathematical reasoning indicates that the number of winning tickets sold per twenty million tickets in the following prize categories will be as follows:

(a) Ten tickets winning in “card 4” to win ten thousand dollars.

(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per five hundred thousand tickets sold will be as follows:

(a) One ticket winning in “card 3” to win one thousand dollars;

(b) Ten tickets winning in “card 2” to win five hundred dollars;

(c) Fifteen tickets winning in “card 2,” “card 3” and “card 4” to win two hundred fifty dollars;

(d) Twenty-five tickets winning in “card 1,” “card 2” and “card 3” to win one hundred seventy-five dollars;

(e) Ten tickets winning in “card 4” to win one hundred dollars;

(f) Ten tickets winning in “card 3” to win one hundred dollars;

(g) Ten tickets winning in “card 1” to win one hundred dollars;

(h) Fifty tickets winning in “card 2,” “card 3” and “card 4” to win sixty-five dollars;

(i) Fifty tickets winning in “card 2” to win fifty dollars;

(j) Seven hundred tickets winning in “card 1,” “card 2,” “card 3” and “card 4” to win forty-two dollars;

(k) Eight hundred twenty-five tickets winning in “card 1” and “card 2” to win twenty-seven dollars;

(l) One thousand three hundred seventeen tickets winning in “card 1” to win twenty-five dollars;

(m) Three thousand five hundred tickets winning in “card 1,” “card 2,” “card 3” and “card 4” to win nineteen dollars;

(n) Three thousand five hundred tickets winning in “card 1,” “card 2” and “card 4” to win fourteen dollars;

(o) Five thousand tickets winning in “card 4” to win ten dollars;

(p) Five thousand tickets winning in “card 1,” “card 2” and “card 3” to win nine dollars;

(q) Six thousand five hundred tickets winning in “card 2” and “card 3” to win seven dollars;

(r) Three thousand tickets winning in “card 1” and “card 3” to win seven dollars;

(s) Thirteen thousand tickets winning in “card 3” to win five dollars;

(t) Fifteen thousand tickets winning in “card 1” and “card 2” to win four dollars;

(u) Thirty-two thousand tickets winning in “card 2” to win two dollars; and

(v) Twenty-nine thousand five hundred tickets winning in “card 1” to win two dollars.

(F) Frequency of prize drawings.

(1) Random imprinting of prize awards on all tickets issued in game number one hundred eight shall be accomplished in a manner which complies with the commission’s rules and procedures.

(2) When a ticket issued in game number one hundred eight is sold or deemed sold in accordance with this rule and the covering material over any of the numbers has been removed, the holder shall be deemed to have drawn the number on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game number one hundred eight in which the ticket was sold.

(G) Special claim, entry. Receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by agents of tickets winning prizes which are to be paid by agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.

(H) Validity of tickets.

(1) A mechanical error in printing prize awards, symbols, words of other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not mechanically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price, or a replacement ticket of equal price.

(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission’s rules, the director may declare a ticket in game number one hundred eight void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission’s liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of equal price.

(I) Director’s conduct of game number one hundred eight.

(1) The director shall conduct game number one hundred eight in a manner consistent with the Lottery Act, the rules of the commission, including without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game number one hundred eight.

(2) Names and definitions of elements of game number one hundred eight used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game number one hundred eight and these elements may be given names or titles chosen by the commission.
