(A) Title and term. Ohio lottery commission game number one hundred twenty-six, “Cash Blitz,” shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, “sales cycle” shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which agents are to make their final settlement with respect to tickets allocated to them during the period in game number one hundred twenty-six.
(B) General design.
(1) Game number one hundred twenty-six is an instant lottery game within which are contained four separate games. To win a prize award(s), the player is required to scratch off the covering, and do one of the following: match numbers in “game 1” or match two like symbols in “game 2,” “game 3” and “game 4.”
(a) “Game 1” is a key number match game with a “bonus” feature. The player removes the covering over the play area to reveal two “winning numbers,” ten “your lucky numbers” and ten corresponding prize values. If any one or more of “your lucky numbers” matches either of the “winning numbers,” the player wins the prize amount shown below the matching “your lucky numbers.” The player will then scratch the “bonus” number area under which a number may be revealed. The player will multiply the total prize amount won in “game 1” by any “bonus” number revealed to determine the total prize award for “game 1.” “Bonus” numbers may include the numbers two, four, five, seven and ten.
(b) “Game 2” (“Hot $10”) is a symbol match game. The player must match two like symbols to win ten dollars. Play symbols shall include: “cherries,” “melons,” “bells,” “plums” and “sevens.”
(c) “Game 3” (“Fast $25”) is a symbol match game. The player must match two like symbols to win twenty-five dollars. Play symbols shall include: “horseshoes,” “stars,” “rainbows,” “clovers” and “suns.”
(d) “Game 4” (“Quick $50”) is a symbol match game. The player must match two like symbols to win fifty dollars. Play symbols shall include: “moneybags,” “pots of gold,” “bank rolls,” “diamonds” and “treasure chests.”
(2) As used in this rule, “prize award” shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket or the total of all winning prize values multiplied by any applicable “bonus” factor: five dollars, ten dollars, twenty dollars, twenty-five dollars, thirty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, five thousand dollars, ten thousand dollars and five hundred thousand dollars. Each ticket in game number one hundred twenty-six shall be imprinted in such a way that prize awards from the set listed above may be won.
(C) Price of tickets. The price of a ticket issued by the commission in game number one hundred twenty-six shall be five dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be one type of prize in game number one hundred twenty-six called a “regular prize award.”
(2) The only “prize values” which shall appear on a ticket in game number one hundred twenty-six are those listed as follows:
(a) “Game 1” ? one dollar, two dollars, five dollars, ten dollars, twenty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, five thousand dollars, ten thousand dollars and five hundred thousand dollars;
(b) “Game 2” ? ten dollars;
(c) “Game 3” ? twenty-five dollars; and
(d) “Game 4” ? fifty dollars.
(3) Prize values appearing on any ticket in game number one hundred twenty-six shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying prize values.
(a) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for five dollars once in “game 1” with no “bonus” number revealed shall win a regular prize award of five dollars;
(b) Holder of a valid winning ticket matching five of “your lucky numbers” to one or both of the “winning numbers” for one dollar five times in “game 1” with no “bonus” number revealed shall win a regular prize award of five dollars;
(c) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for one dollar once in “game 1” with a multiplying “bonus” number of five shall win a regular prize award of five dollars;
(d) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for ten dollars once in “game 1” with no “bonus” number revealed shall win a regular prize award of ten dollars; holder of a valid winning ticket matching two like symbols for ten dollars in “game 2” shall win a regular prize award of ten dollars;
(e) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for five dollars once in “game 1” with a multiplying “bonus” number of two shall win a regular prize award of ten dollars;
(f) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for one dollar once in “game 1” with a multiplying “bonus” number of ten shall win a regular prize award of ten dollars;
(g) Holder of a valid winning ticket matching two of “your lucky numbers” to one or both of the “winning numbers” for one dollar two times in “game 1” with a multiplying “bonus” number of five shall win a regular prize award of ten dollars;
(h) Holder of a valid winning ticket matching five of “your lucky numbers” to one or both of the “winning numbers” for one dollar five times in “game 1” with a multiplying “bonus” number of two shall win a regular prize award of ten dollars;
(i) Holder of a valid winning ticket matching ten of “your lucky numbers” to one or both of the “winning numbers” for one dollar ten times in “game 1” with no “bonus” number revealed shall win a regular prize award of ten dollars;
(j) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for twenty dollars once in “game 1” with no “bonus” number revealed shall win a regular prize award of twenty dollars;
(k) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for ten dollars once in “game 1” with a multiplying “bonus” number of two shall win a regular prize award of twenty dollars;
(l) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for five dollars once in “game 1” with a multiplying “bonus” number of four shall win a regular prize award of twenty dollars;
(m) Holder of a valid winning ticket matching two of “your lucky numbers” to one or both of the “winning numbers” for ten dollars two times in “game 1” with no “bonus” number revealed shall win a regular prize award of twenty dollars;
(n) Holder of a valid winning ticket matching four of “your lucky numbers” to one or both of the “winning numbers” for one dollar four times in “game 1” with a multiplying “bonus” number of five shall win a regular prize award of twenty dollars;
(o) Holder of a valid winning ticket matching two of “your lucky numbers” to one or both of the “winning numbers” for one dollar two times in “game 1” with a multiplying “bonus” number of ten shall win a regular prize award of twenty dollars;
(p) Holder of a valid winning ticket matching four of “your lucky numbers” to one or both of the “winning numbers” for five
Dollars four times in “game 1” with no “bonus” number revealed shall win a regular prize award of twenty dollars;
(q) Holder of a valid winning ticket matching seven of “your lucky numbers” to one or both of the “winning numbers” for ten dollars once, five dollars once and one dollar five times in “game 1” with no “bonus” number revealed shall win a regular prize award of twenty dollars;
(r) Holder of a valid winning ticket matching ten of “your lucky numbers” to one or both of the “winning numbers” for one dollar ten times in “game 1” with a multiplying “bonus” number of two shall win a regular prize award of twenty dollars;
(s) Holder of a valid winning ticket matching two like symbols for twenty-five dollars in “game 3” shall win a regular prize award of twenty-five dollars;
(t) Holder of a valid winning ticket matching five of “your lucky numbers” to one or both of the “winning numbers” for one dollar five times in “game 1” with a multiplying “bonus” number of five shall win a regular prize award of twenty-five dollars;
(u) Holder of a valid winning ticket matching eight of “your lucky numbers” to one or both of the “winning numbers” for ten dollars once, five dollars two times and one dollar five times in “game 1” with no “bonus” number revealed shall win a regular prize award of twenty-five dollars;
(v) Holder of a valid winning ticket matching ten of “your lucky numbers” to one or both of the “winning numbers” for five dollars three times, two dollars three times and one dollar four times in “game 1” with no “bonus” number revealed shall win a regular prize award of twenty-five dollars;
(w) Holder of a valid winning ticket matching five of “your lucky numbers” to one or both of the “winning numbers” for one dollar five times in “game 1” with a multiplying “bonus” number of seven shall win a regular prize award of thirty-five dollars;
(x) Holder of a valid winning ticket matching seven of “your lucky numbers” to one or both of the “winning numbers” for one dollar seven times in “game 1” with a multiplying “bonus” number of five shall win a regular prize award of thirty-five dollars;
(y) Holder of a valid winning ticket matching eight of “your lucky numbers” to one or both of the “winning numbers” for ten dollars three times and one dollar five times in “game 1” with no “bonus” number revealed shall win a regular prize award of thirty-five dollars;
(z) Holder of a valid winning ticket matching seven of “your lucky numbers” to one or both of the “winning numbers” for five dollars five times and two dollars five times in “game 1” with no “bonus” number revealed shall win a regular prize award of thirty-five dollars;
(aa) Holder of a valid winning ticket matching two like symbols for fifty dollars in “game 4” shall win a regular prize award of fifty dollars;
(bb) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for fifty dollars once in “game 1” with no “bonus” number revealed shall win a regular prize award of fifty dollars;
(cc) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for ten dollars once in “game 1” with a multiplying “bonus” number of five shall win a regular prize award fifty dollars;
(dd) Holder of a valid winning ticket matching eight of “your lucky numbers” to one or both of the “winning numbers” for ten dollars two times and five dollars six times in “game 1” with no “bonus” number revealed shall win a regular prize award of fifty dollars;
(ee) Holder of a valid winning ticket matching five of “your lucky numbers” to one or both of the “winning numbers” for five dollars ten times in “game 1” with no “bonus” number revealed shall win a regular prize award of fifty dollars;
(ff) Holder of a valid winning ticket matching five of “your lucky numbers” to one or both of the “winning numbers” for two dollars five times in “game 1” with a multiplying “bonus” number of five shall win a regular prize award of fifty dollars;
(gg) Holder of a valid winning ticket matching five of “your lucky numbers” to one or both of the “winning numbers” for one dollar five times in “game 1” with a multiplying “bonus” number of ten shall win a regular prize award of fifty dollars;
(hh) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for one hundred dollars once in “game 1” with no “bonus” number revealed shall win a regular prize award of one hundred dollars;
(ii) Holder of a valid winning ticket matching five of “your lucky numbers” to one or both of the “winning numbers” for twenty dollars five times in “game 1” with no “bonus” number revealed shall win a regular prize award of one hundred dollars;
(jj) Holder of a valid winning ticket matching ten of “your lucky numbers” to one or both of the “winning numbers” for ten dollars ten times in “game 1” with no “bonus” number revealed shall win a regular prize award of one hundred dollars;
(kk) Holder of a valid winning ticket matching five of “your lucky numbers” to one or both of the “winning numbers” for ten dollars five times in “game 1” with a multiplying “bonus” number of two shall win a regular prize award of one hundred dollars;
(ll) Holder of a valid winning ticket matching ten of “your lucky numbers” to one or both of the “winning numbers” for two dollars ten times in “game 1” with a multiplying “bonus” number of five shall win a regular prize award of one hundred dollars;
(mm) Holder of a valid winning ticket matching ten of “your lucky numbers” to one or both of the “winning numbers” for one dollar ten times in “game 1” with a multiplying “bonus” number of ten shall win a regular prize award of one hundred dollars;
(nn) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for five hundred dollars once in “game 1” with no “bonus” number revealed shall win a regular prize award of five hundred dollar;
(oo) Holder of a valid winning ticket matching ten of “your lucky numbers” to one or both of the “winning numbers” for fifty dollars ten times in “game 1” with no “bonus” number revealed shall win a regular prize award of five hundred dollars;
(pp) Holder of a valid winning ticket matching ten of “your lucky numbers” to one or both of the “winning numbers” for ten dollars ten times in “game 1” with a multiplying “bonus” number of five shall win a regular prize award of five hundred dollars;
(qq) Holder of a valid winning ticket matching five of “your lucky numbers” to one or both of the “winning numbers” for ten dollars five times in “game 1” with a multiplying “bonus” number of ten shall win a regular prize award of five hundred dollars;
(rr) Holder of a valid winning ticket matching ten of “your lucky numbers” to one or both of the “winning numbers” for five dollars ten times in “game 1” with a multiplying “bonus” number of ten shall win a regular prize award of five hundred dollars;
(ss) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for one thousand dollars once in “game 1” with no “bonus” number revealed shall win a regular prize award of one thousand dollars;
(tt) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for one hundred dollars once in “game 1” with a multiplying “bonus” number of ten shall win a regular prize award of one thousand dollars;
(uu) Holder of a valid winning ticket matching ten of “your lucky numbers” to one or both of the “winning numbers” for one hundred dollars ten times in “game 1” with no “bonus” number revealed shall win a regular prize award revealed thousand dollars;
(vv) Holder of a valid winning ticket matching five of “your lucky numbers” to one or both of the “winning numbers” for one hundred dollars five times in “game 1” with a multiplying “bonus” number of two shall win a regular prize award of one thousand dollars;
(ww) Holder of a valid winning ticket matching ten of “your lucky numbers” to one or both of the “winning numbers” for ten dollars ten times in “game 1” with a multiplying “bonus” number of ten shall win a regular prize award of one thousand dollars;
(xx) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for five thousand dollars once in “game 1” with no “bonus” number revealed shall win a regular prize award of five thousand dollars;
(yy) Holder of a valid winning ticket matching five of “your lucky numbers” to one or both of the “winning numbers” for one hundred dollars five times in “game 1” with a multiplying “bonus” number of ten shall win a regular prize award of five thousand dollars;
(zz) Holder of a valid winning ticket matching ten of “your lucky numbers” to one or both of the “winning numbers” for one hundred dollars ten times in “game 1” with a multiplying “bonus” number of five shall win a regular prize award of five thousand dollars;
(aaa) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for ten thousand dollars once in “game 1” with no “bonus” number revealed shall win a regular prize award of ten thousand dollars;
(bbb) Holder of a valid winning ticket matching ten of “your lucky numbers” to one or both of the “winning numbers” for one thousand dollars ten times in “game 1” with no “bonus” number revealed shall win a regular prize award of ten thousand dollars;
(ccc) Holder of a valid winning ticket matching two of “your lucky numbers” to one or both of the “winning numbers” for one thousand dollars two times in “game 1” with a multiplying “bonus” number of five shall win a regular prize award of ten thousand dollars;
(ddd) Holder of a valid winning ticket matching five of “your lucky numbers” to one or both of the “winning numbers” for one thousand dollars five times in “game 1” with a multiplying “bonus” number of two shall win a regular prize award of ten thousand dollars;

(fff) Holder of a valid winning ticket matching one of “your lucky numbers” to either of the “winning numbers” for five hundred thousand dollars once in “game 1” with no “bonus” number revealed shall win a regular prize award of five hundred thousand dollars; and
(ggg) Holder of a valid winning ticket matching ten of “your lucky numbers” to one or both of the “winning numbers” for five thousand dollars ten times in “game 1” with a multiplying “bonus” number of ten shall win a regular prize award of five hundred thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game number one hundred twenty-six will depend upon the number of tickets sold during that cycle. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per eight million tickets sold in the following prize categories will be as follows:
(a) One ticket winning five thousand dollars ten times in “game 1” with a multiplying “bonus” number of ten to win five hundred thousand dollars;
(b) One ticket winning five hundred thousand dollars once in “game 1” with a multiplying “bonus” number of one to win five hundred thousand dollars;
(c) Two tickets winning one hundred dollars ten times in “game 1” with a multiplying “bonus” number of ten to win ten thousand dollars;
(d) Two tickets winning one thousand dollars five times in “game 1” with a multiplying “bonus” number of two to win ten thousand dollars;
(e) Two tickets winning one thousand dollars two times in “game 1” with a multiplying “bonus” number of five to win ten thousand dollars;
(f) Two tickets winning one thousand dollars ten times in “game 1” with a multiplying “bonus” number of one to win ten thousand dollars;
(g) Two tickets winning ten thousand dollars once in “game 1” with a multiplying “bonus” number of one to win ten thousand dollars;
(h) Four tickets winning one hundred dollars ten times in “game 1” with a multiplying “bonus” number of five to win five thousand dollars;
(i) Four tickets winning one hundred dollars five times in “game 1” with a multiplying “bonus” number of ten to win five thousand dollars;
(j) Four tickets winning five thousand dollars once in “game 1” with a multiplying “bonus” number of one to win five thousand dollars;
(k) Four tickets winning ten dollars ten times in “game 1” with a multiplying “bonus” number of ten to win one thousand dollars;
(l) Four tickets winning one hundred dollars five times in “game 1” with a multiplying “bonus” number of two to win one thousand dollars;
(m) Four tickets winning one hundred dollars ten times in “game 1” with a multiplying “bonus” number of one to win one thousand dollars;
(n) Four tickets winning one hundred dollars once in “game 1” with a multiplying “bonus” number of ten to win one thousand dollars; and
(o) Eight tickets winning one thosuand dollars once in “game 1” with a multiplying “bonus” number of one to win one thousand dollars.
(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per five hundred thousand tickets sold will be as follows:
(a) One ticket winning five dollars ten times in “game 1” with a multiplying “bonus” number of ten to win five hundred dollars;
(b) One ticket winning ten dollars five times in “game 1” with a multiplying “bonus” number of ten to win five hundred dollars;
(c) One ticket winning ten dollars ten times in “game 1” with a multiplying “bonus” number of five to win five hundred dollars;
(d) One ticket winning fifty dollars ten times in “game 1” with a multiplying “bonus” number of one to win five hundred dollars;
(e) One ticket winning five hundred dollars once in “game 1” with a multiplying “bonus” number of one to win five hundred dollars;
(f) Five tickets winning one dollar ten times in “game 1” with a multiplying “bonus” number of ten to win one hundred dollars;
(g) Five tickets winning two dollars ten times in “game 1” with a multiplying “bonus” number of five to win one hundred dollars;
(h) Five tickets winning ten dollars five times in “game 1” with a multiplying “bonus” number of two to win one hundred dollars;

(oo) Three thousand seven hundred fifty tickets winning ten dollars in “game 2” to win ten dollars;
(pp) Twelve thousand five hundred tickets winning ten dollars once in “game 1” with a multiplying “bonus” number of one to win ten dollars;
(qq) Twenty-three thousand seven hundred fifty tickets winning one dollar once in “game 1” with a multiplying “bonus” number of five to win five dollars;
(rr) Twenty-seven thousand five hundred tickets winning one dollar five times in “game 1” with a multiplying “bonus” number of one to win five dollars; and
(ss) Twenty-five thousand tickets winning five dollars once in “game 1” with a multiplying “bonus” number of one to win five dollars.
(F) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game number forty-two shall be accomplished in a manner, which complies with the commission’s rules and procedures.
(2) When a ticket issued in game number one hundred twenty-six is sold or deemed sold in accordance with this rule and the covering material over any of the numbers has been removed, the holder shall be deemed to have drawn the numbers on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game number one hundred twenty-six in which the ticket was sold.
(G) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by agents of tickets winning prize awards which are to be paid by agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(H) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission’s rules, the director may declare a ticket in game number one hundred twenty-six void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission’s liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(I) Director’s conduct of game number one hundred twenty-six.
(1) The director shall conduct game number one hundred twenty-six in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game number one hundred twenty-six.
(2) Names and definitions of elements of game number one hundred twenty-six used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game number one hundred twenty-six and these elements may be given names or titles chosen by the commission.
