(A) Title and term. Ohio lottery commission game number one hundred thirty-three, “Stocking Stuffer, ” shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, “sales cycle” shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which agents are to make their final settlement with respect to tickets allocated to them during the period in game number one hundred thirty-three.
(B) General design.
(1) Game number one hundred thirty-three is an instant lottery game within which is contained four separate games. To win a prize award(s), the player is required to scratch off the covering and do one or more of the following: match two like symbols or three like symbols in “game 1;” match two like symbols or three like symbols in “game 2;” match three like prize values or reveal a “stocking” symbol in “game 3;” or match numbers in “game 4.” A player may win up to twelve times on one ticket.
(a) “Game 1” ? the player reveals three play symbols. The player must match two like symbols to win twenty-five dollars or three like symbols to win fifty dollars. Play symbols shall include: “Candy canes,” “sleds,” “evergreen trees,” “holly,” “ornaments,” “bells,” “snowmen” and “stars.”
(b) “Game 2” ? the player reveals three play symbols. The player must match two like symbols to win fifty dollars or three like symbols to win one hundred dollars. Play symbols shall include: “candy canes,” “sleds,” “evergreen trees,” “holly,” “ornaments,” “bells,” “snowmen” and “stars.”
(c) “Game 3” ? the player reveals six prize values or five prize values and a “stocking” symbol. The player must match three like prize values to win that prize amount. If a “stocking” symbol is revealed, the player wins the highest prize value revealed in that game.
(d) “Game 4” ? The player reveals two “stocking” numbers,” nine “your numbers” and nine corresponding prize values. The player must match any one or more of “your numbers” to either of the “stocking numbers” to win the corresponding prize value revealed beneath the matched “your numbers.” The player can win up to nine times in this game.
(2) As used in this rule, “prize award” shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: Ten dollars, twenty dollars, twenty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, five thousand dollars, twenty-five thousand dollars, fifty thousand dollars, one hundred thousand dollars and two million dollars. Each ticket in game number one hundred thirty-three shall be imprinted in such a way that prize awards from the set listed above may be won.
(C) Price of tickets. The price of a ticket issued by the commission in game number one hundred thirty-three shall be ten dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be one type of prize in game number one hundred thirty-three called a “regular prize award.”
(2) The only “prize values” which shall appear on a ticket in game number one hundred thirty-three are those listed as follows:
(a) “Game 1” ? twenty-five dollars and fifty dollars;
(b) “Game 2” ? fifty dollars and one hundred dollars;
(c) “Game 3” ? five dollars, ten dollars, twenty dollars, twenty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, five thousand dollars, twenty-five thousand dollars, fifty thousand dollars and two million dollars; and
(d) “Game 4” ? five dollars, seven dollars, ten dollars, twenty dollars, twenty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, five thousand dollars, twenty-five thousand dollars, fifty thousand dollars and two million dollars.
(3) Prize values appearing on any ticket in game number one hundred thirty-three shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying prize values.
(a) Holder of a valid winning ticket matching three like prize values for five dollars in “game 3,” and on which one of “your numbers” matches a “stocking number” for five dollars once in “game 4” shall win a regular prize award of ten dollars;
(b) Holder of a valid winning ticket on which one of “your numbers” matches a “stocking number” for ten dollars once in “game 4” shall win a regular prize award of ten dollars;
(c) Holder of a valid winning ticket matching three like prize values for ten dollars in “game 3” shall win a regular prize award of ten dollars;
(d) Holder of a valid winning ticket matching three like prize values for five dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for ten dollars once and five dollars once in “game 4” shall win a regular prize award of twenty dollars;
(e) Holder of a valid winning ticket on which one of “your numbers” matches a “stocking number” for twenty dollars once in “game 4” shall win a regular prize award of twenty dollars;
(f) Holder of a valid winning ticket matching three like prize values for ten dollars in “game 3,” and on which one of “your numbers” matches a “stocking number” for ten dollars once in “game 4” shall win a regular prize award of twenty dollars;
(g) Holder of a valid winning ticket matching three like prize values for five dollars in “game 3,” and on which “your numbers” match the “winning numbers” for five dollars three times in “game 4” shall win a regular prize award of twenty dollars;
(h) Holder of a valid winning ticket matching three like prize values for ten dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for five dollars two times in “game 4” shall win a regular prize award of twenty dollars;
(i) Holder of a valid winning ticket on which “your numbers” match the “stocking numbers” for five dollars four times in “game 4” shall win a regular prize award of twenty dollars;
(j) Holder of a valid winning ticket matching three like prize values for five dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for ten dollars two times in “game 4” shall win a regular prize award of twenty-five dollars;
(k) Holder of a valid winning ticket matching two like symbols for twenty-five dollars in “game 1” shall win a regular prize award of twenty-five dollars;
(l) Holder of a valid winning ticket matching three like prize values for ten dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for five dollars three times in “game 4” shall win a regular prize award of twenty-five dollars;
(m) Holder of a valid winning ticket matching three like prize values for five dollars in “game 3,” and on which one of “your numbers” matches a “stocking number” for twenty dollars once in “game 4” shall win a regular prize award of twenty-five dollars;
(n) Holder of a valid winning ticket matching three like prize values for ten dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for ten dollars once and five dollars once in “game 4” shall win a regular prize award of twenty-five dollars;
(o) Holder of a valid winning ticket on which “your numbers” match the “stocking numbers” for five dollars five times in “game 4” shall win a regular prize award of twenty-five dollars;
(p) Holder of a valid winning ticket matching two like symbols for fifty dollars in “game 2” shall win a regular prize award of fifty dollars;
(q) Holder of a valid winning ticket matching two like symbols for twenty-five dollars in “game 1,” matching three like prize values for ten dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for ten dollars once and five dollars once in “game 4” shall win a regular prize award of fifty dollars;
(r) Holder of a valid winning ticket matching three like prize values for five dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for twenty dollars once, ten dollars two times and five dollars once in “game 4” shall win a regular prize award of fifty dollars;
(s) Holder of a valid winning ticket matching three like prize values for five dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for ten dollars four times and five dollars once in “game 4” shall win a regular prize award of fifty dollars;
(t) Holder of a valid winning ticket matching two like symbols for twenty-five dollars in “game 1,” matching three like prize values for ten dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for five dollars three times in “game 4” shall win a regular prize award of fifty dollars;
(u) Holder of a valid winning ticket matching three like symbols for fifty dollars in “game 1” shall win a regular prize award of fifty dollars;
(v) Holder of a valid winning ticket on which “your numbers” match the “stocking numbers for ten dollars five times in “game 4” shall win a regular prize award of fifty dollars;
(w) Holder of a valid winning ticket matching three like prize values for ten dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for five dollars eight times in “game 4” shall win a regular prize award of fifty dollars;
(x) Holder of a valid winning ticket matching two like symbols for twenty-five dollars in “game 1,” matching three like prize values for twenty dollars in “game 3,” and on which “your numbers” match the “winning numbers” for ten dollars five times and five dollars once in “game 4” shall win a regular prize award of one hundred dollars;
(y) Holder of a valid winning ticket on which a “stocking” symbol is revealed and the highest prize value revealed in “game 3” is one hundred dollars shall win a regular prize award of one hundred dollars;
(z) Holder of a valid winning ticket matching three like symbols for one hundred dollars in “game 2” shall win a regular prize award of one hundred dollars;
(aa) Holder of a valid winning ticket matching three like symbols for fifty dollars in “game 1,” matching three like prize values for twenty dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for twenty dollars once and ten dollars once in “game 4” shall win a regular prize award of one hundred dollars;
(bb) Holder of valid winning ticket matching two like symbols for twenty-five dollars in “game 1,” matching two like symbols for fifty dollars in “game 2,” matching three like prize values for five dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for five dollars four times in “game 4” shall win a regular prize award of one hundred dollars;
(cc) Holder of a valid winning ticket matching two like symbols for fifty dollars in “game 1,” and on which “your numbers” match the “stocking numbers” for ten dollars five times in “game 4” shall win a regular prize award of one hundred dollars;
(dd) Holder of a valid winning ticket matching two like symbols for fifty dollars in “game 2,” matching three like prize values for ten dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for five dollars eight times in “game 4” shall win a regular prize award of one hundred dollars;
(ee) Holder of a valid winning ticket matching two like prize values for twenty-five dollars in “game 1,” and on which “your numbers” match the “stocking numbers” for ten dollars four times and seven dollars five times in “game 4” shall win a regular prize award of one hundred dollars;
(ff) Holder of a valid winning ticket matching two like symbols for fifty dollars in “game 2,” matching three like prize values for five dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for five dollars nine times in “game 4” shall win a regular prize award of one hundred dollars;
(gg) Holder of a valid winning ticket matching three like prize values for twenty dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for twenty-five dollars once, ten dollars four times and five dollars three times in “game 4” shall win a regular prize award of one hundred dollars;
(hh) Holder of a valid winning ticket matching three like symbols for fifty dollars in “game 1,” matching three like symbols for one hundred dollars in “game 2,” matching three like prize values for one hundred dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for fifty dollars two times, twenty-five dollars five times, twenty dollars once and five dollars once in “game 4” shall win a regular prize award of five hundred dollars;
(ii) Holder of a valid winning ticket matching two like symbols for twenty-five dollars in “game 1,” matching three like symbols for one hundred dollars in “game 2,” matching three like prize values for twenty-five dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for one hundred dollars three times and twenty-five dollars two times in “game 4” shall win a regular prize award of five hundred dollars;
(jj) Holder of a valid winning ticket matching two like symbols for twenty-five dollars in “game 1,” matching two like symbols for fifty dollars in “game 2,” matching three like prize values for twenty-five dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for fifty dollars eight times in “game 4” shall win a regular prize award of five hundred dollars;
(kk) Holder of a valid winning ticket matching three like symbols for fifty dollars in “game 1,” matching three like symbols for one hundred dollars in “game 2,” matching three like prize values for one hundred dollars in “game 3,” and on which one of “your numbers” matches a “stocking number” for one hundred dollars two times and fifty dollars once in “game 4” shall win a regular prize award of five hundred dollars;
(ll) Holder of a valid winning ticket on which a “stocking” symbol is revealed and the highest prize value revealed in “game 3” is one hundred dollars, and on which “your numbers” match the “stocking numbers” for one hundred dollars four times in “game 4” shall win a regular prize award of five hundred dollars;
(mm) Holder of a valid winning ticket matching two like symbols for fifty dollars in “game 2,” matching three like prize values for fifty dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for five hundred dollars once and one hundred dollars four times in “game 4” shall win a regular prize award of one thousand dollars;
(nn) Holder of a valid winning ticket matching three like symbols for fifty dollars in “game 1,” matching two like symbols for fifty dollars in “game 2,” matching three like prize values for one hundred dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for five hundred once and one hundred dollars three times in “game 4” shall win a regular prize award of one thousand dollars;
(oo) Holder of a valid winning ticket matching three like symbols for fifty dollars in “game 1,” matching three like symbols for one hundred dollars in “game 2,” matching three like prize values for fifty dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for five hundred dollars once, one hundred dollars once, fifty dollars once and twenty-five dollars six times in “game 4” shall win a regular prize award of one thousand dollars;
(pp) Holder of a valid winning ticket on which a “stocking” symbol is revealed and the highest prize value revealed in “game 3” is five hundred dollars, and on which “your numbers” match the “stocking numbers” for one hundred dollars five times in “game 4” shall win a regular prize award of one thousand dollars;
(qq) Holder of a valid winning ticket matching two like symbols for twenty-five dollars in “game 1,” matching two like symbols for fifty dollars in “game 2,” matching three like prize values for five hundred dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for one hundred dollars four times and twenty-five dollars once in “game 4” shall win a regular prize award of one thousand dollars;
(rr) Holder of a valid winning ticket matching three like prize values for five thousand dollars in “game 3” shall win a regular prize award of five thousand dollars;
(ss) Holder of a valid winning ticket on which a “stocking” symbol is revealed and the highest prize value revealed in “game 3” is one thousand dollars, and on which “your numbers” match the “stocking numbers” for five hundred dollars eight times in “game 4” shall win a regular prize award of five thousand dollars;
(tt) Holder of a valid winning ticket matching three like symbols for one hundred dollars in “game 2,” matching three like prize values for one thousand dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for one thousand dollars two times, five hundred dollars three times and one hundred dollars four times in “game 4” shall win a regular prize amount of five thousand dollars;
(uu) Holder of a valid winning ticket matching three like prize values for five thousand dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for five thousand dollars three times, one thousand dollars four times and five hundred dollars two times in “game 4” shall win a regular prize award of twenty-five thousand dollars;
(vv) Holder of a valid winning ticket on which one of “your numbers” matches a “stocking number” for twenty-five thousand dollars once in “game 4” shall win a regular prize award of twenty-five thousand dollars;
(ww) Holder of a valid winning ticket on which a “stocking” symbol is revealed and the highest prize value revealed in “game 3” is five thousand dollars, and on which “your numbers” match the “stocking numbers” for five thousand dollars four times in “game 4” shall win a regular prize award of twenty-five thousand dollars;
(xx) Holder of a valid winning ticket matching three like prize values for fifty thousand dollars in “game 3” shall win a regular prize award of fifty thousand dollars;
(yy) Holder of a valid winning ticket on which one of “your numbers” matches a “stocking number” for fifty thousand dollars once in “game 4” shall win a regular prize award of fifty thousand dollars;
(zz) Holder of a valid winning ticket on which a “stocking” symbol is revealed and the highest prize value revealed in “game 3” is twenty-five thousand dollars, and on which “your numbers” match the “stocking numbers” for five thousand dollars five times in “game 4” shall win a regular prize award of fifty thousand dollars;
(aaa) Holder of a valid winning ticket on which a “stocking” symbol is revealed and the highest prize value revealed in “game 3” is twenty-five thousand dollars, and on which “your numbers” match the “stocking numbers” for twenty-five thousand dollars three times in “game 4” shall win a regular prize award of one hundred thousand dollars;
(bbb) Holder of a valid winning ticket matching three like prize values for fifty thousand dollars in “game 3,” and on which “your numbers” match the “stocking numbers” for twenty-five thousand dollars two times in “game 4” shall win a regular prize award of one hundred thousand dollars;
(ccc) Holder of a valid winning ticket matching three like prize values for two million dollars in “game 3” shall win a regular prize award of two million dollars; and
(ddd) Holder of a valid winning ticket on which one of “your numbers” matches a “stocking number” for two million dollars once in “game 4” shall win a regular prize award of two million dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game number one hundred thirty-three will depend upon the number of tickets sold during that cycle. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories will be as follows:
(a) One ticket winning two million dollars once in “game 4” to win two million dollars;
(b) One ticket winning two million dollars in “game 3” to win two million dollars;
(c) Two tickets winning fifty thousand dollars in “game 3,” and twenty-five thousand dollars two times in “game 4” to win one hundred thousand dollars;
(d) One ticket winning twenty-five thousand dollars in “game 3,” and twenty-five thousand dollars three times in “game 4” to win one hundred thousand dollars;
(e) One ticket winning twenty-five thousand dollars in “game 3,” and five thousand dollars five times in “game 4” to win fifty thousand dollars;
(f) One ticket winning fifty thousand dollars once in “game 4” to win fifty thousand dollars;
(g) One ticket winning fifty thousand dollars in “game 3” to win fifty thousand dollars;
(h) Two tickets winning five thousand dollars in “game 3,” and five thousand dollars four times in “game 4” to win twenty-five thousand dollars;
(i) Two tickets winning twenty-five thousand dollars once in “game 4” to win twenty-five thousand dollars;
(j) One ticket winning five thousand dollars in “game 3,” and five thousand dollars three times, one thousand dollars four times and five hundred dollars two times in “game 4” to win twenty-five thousand dollars;
(k) Two tickets winning one hundred dollars in “game 2,” one thousand dollars in “game 3,” and one thousand dollars two times, five hundred dollars three times and one hundred dollars four times in “game 4” to win five thousand dollars;
(l) Two tickets winning one thousand dollars in “game 3,” and five hundred dollars eight times in “game 4” to win five thousand dollars;
(m) Two tickets winning five thousand dollars in “game 3” to win five thousand dollars;
(n) Four tickets winning twenty-five dollars in “game 1,” fifty dollars in “game 2,” five hundred dollars in “game 3,” and one hundred dollars four times and twenty-five dollars once in “game 4” to win one thousand dollars;
(o) Four tickets winning five hundred dollars in “game 3,” and one hundred dollars five times in “game 4” to win one thousand dollars;
(p) Four tickets winning fifty dollars in “game 1,” one hundred dollars in “game 2,” fifty dollars in “game 3,” and five hundred dollars once, one hundred dollars once, fifty dollars once and twenty-five dollars six times in “game 4” to win one thousand dollars;
(q) Four tickets winning fifty dollars in “game 1,” fifty dollars in “game 2,” one hundred dollars in “game 3,” and five hundred dollars once and one hundred dollars three times in “game 4” to win one thousand dollars; and
(r) Four tickets winning fifty dollars in “game 2,” fifty dollars in “game 3,” and five hundred dollars once and one hundred dollars four times in “game 4” to win one thousand dollars.
(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per five hundred thousand tickets sold will be as follows:
(a) Eight tickets winning one hundred dollars in “game 3,” and one hundred dollars four times in “game 4” to win five hundred dollars;
(b) Eight tickets winning fifty dollars in “game 1,” one hundred dollars in “game 2,” one hundred dollars in “game 3,” and one hundred dollars two times and fifty dollars once in “game 4” to win five hundred dollars;
(c) Eight tickets winning twenty-five dollars in “game 1,” fifty dollars in “game 2,” twenty-five dollars in “game 3,” and fifty dollars eight times and in “game 4” to win five hundred dollars;
(d) Eight tickets winning twenty-five dollars in ‘game 1,” one hundred dollars in “game 2,” twenty-five dollars in “game 3,” and one hundred dollars three times and twenty-five dollars two times in “game 4” to win five hundred dollars;
(e) Eight tickets winning fifty dollars in “game 1,” one hundred dollars in “game 2,” one hundred dollars in “game 3,” and fifty dollars two times, twenty-five dollars five times, twenty dollars once and five dollars once in “game 4” to win five hundred dollars;
(f) One hundred twenty-five tickets winning twenty dollars in “game 3,” and twenty-five dollars once, ten dollars four times and five dollars three times in “game 4” to win one hundred dollars;

(h) One hundred fifty tickets winning twenty-five dollars in “game 1,” and ten dollars four times and seven dollars five times in “game 4” to win one hundred dollars;

(jj) Thirty-nine thousand tickets winning ten dollars in “game 3” to win ten dollars;
(kk) Twenty-two thousand tickets winning ten dollars once in “game 4” to win ten dollars; and
(ll) Twenty-nine thousand tickets winning five dollars in “game 3,” and five dollars once in “game 4” to win ten dollars.
(F) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game number one hundred and thirty-three shall be accomplished in a manner, which complies with the commission’s rules and procedures.
(2) When a ticket issued in game number one hundred thirty-three is sold or deemed sold in accordance with this rule and the covering material over any of the numbers has been removed, the holder shall be deemed to have drawn the numbers on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game number one hundred thirty-three in which the ticket was sold.
(G) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by agents of tickets winning prize awards which are to be paid by agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(H) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission’s rules, the director may declare a ticket in game number one hundred thirty-three void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission’s liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(I) Director’s conduct of game number one hundred thirty-three.
(1) The director shall conduct game number one hundred thirty-three in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game number one hundred thirty-three.
(2) Names and definitions of elements of game number one hundred thirty-three used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game number one hundred thirty-three and these elements may be given names or titles chosen by the commission.
