(A) Each video lottery sales agent shall establish a responsible gaming program by a date designated by the director which shall not be sooner than ninety days prior to commencement of the sale of video lottery games. A video lottery sales agent shall consider inclusion of a voluntary exclusion program and if a video lottery sales agent's responsible gaming program does not include a voluntary exclusion program, documentation supporting the reasons for not including a voluntary exclusion program shall be provided to the director when the program is submitted for review and approval. A video lottery sales agent's program is subject to review and approval, and revision, by the director. Pursuant to division (K) of section 3770.02 of the Revised Code, the director may enter into agreements with or amend any existing agreements with the Ohio department of alcohol and drug addiction services to determine whether a video lottery sales agent's responsible gaming program contains adequate measures to meet the minimum requirements set forth herein, or to determine what if any minimum requirements a video lottery sales agent's responsible gaming program shall be required to include.
(B) Nothing contained herein in this Chapter or resulting from this Chapter establishes or shall establish a cause of action, claim or other right whatsoever in favor of any person against the state, the commission, or any of its directors, commissioners, employees, agents, representatives, contractors, subcontractors, or video lottery sales agents licensed under the Lottery Act or the rules promulgated thereunder.
