(A) Each video lottery sales agent shall establish a responsible gaming program by a date designated by the director, which shall not be sooner than ninety days prior to commencement of the sale of video lottery games. A video lottery sales agent shall also implement a voluntary exclusion program. A video lottery sales agent's responsible gaming program is subject to review and approval, and revision, by the director. Pursuant to division (K) of section 3770.02 of the Revised Code, the director may enter into agreements with or amend any existing agreements with the Ohio department of mental health and addiction services to determine whether a video lottery sales agent's responsible gaming program contains adequate measures to meet the minimum requirements set forth herein, or to determine what if any minimum requirements a video lottery sales agent's responsible gaming program shall be required to include.
(B) Nothing contained herein in this chapter or resulting from this chapter establishes or shall establish a cause of action, claim or other right whatsoever in favor of any person against the state, the commission, or any of its directors, commissioners, employees, agents, representatives, contractors, subcontractors, or video lottery sales agents licensed under the Lottery Act or the rules promulgated thereunder.
