(A) At least thirty days’ notice of the time and place of a public hearing shall be given in the register of Ohio which shall state the board’s intention to consider adopting, amending, or rescinding a rule; a synopsis or the full text of the proposed rule, amendment, or rule to be rescinded or a general statement of subject matter to which such proposed rule relates; a statement of the reason or purpose for adopting, amending, or rescinding the rule; and the date, time and place of the hearing on said proposed action.
(B) The board shall furnish the information contained in the public notice as required in paragraph (A) of this rule to any person who requests it and pays an annual fee of ten dollars. Such person’s name shall be placed upon a mailing list for advance notification of public hearings at least thirty-one days prior to the hearing date. In order to receive advance notification of public hearings, such persons shall provide the board of building standards with a sufficient quantity of self-addressed stamped envelopes for mailing the notices.

(A) The board of building standards shall give notice of all public meetings as provided for in division (f) of section 121.22 of the revised code.
(B) Any person may, upon request to the board of building standards and payment of an annual fee ten dollars, be placed upon a general subscription mailing list to obtain advance notification of all meetings or upon a mailing list for advance notification of meetings at which any specific type of public business is to be discussed. In order to receive notification on either the general subscription or specific meeting mailing lists, such persons shall provide the board of building standards with a sufficient quantity of self-addressed stamped envelopes for mailing of the notices which will be mailed no later than seven calendar days prior to the meeting date.
(C) The board of building standards shall maintain a list of news media which have requested in writing to be given advanced notice of all public meetings. This advanced notice shall be given at least seven calendar days prior to the public meeting. In the event of a special meeting by the board, the news media shall be given at least twenty-four hours advanced notice. If there is an emergency, the board shall give the news media who have requested it, immediate notification.
(D) The secretary of the board shall maintain all lists of persons who have requested such notifications.
