(A) In accordance with division (A)(3) of section 119.03 and division (F) of section 121.22 of the Revised Code, commerce hereby adopts the following rule setting forth in detail the method which this division shall follow in giving public notice as to the adoption, amendment, or rescission of rules.
(B) Public notice of hearings to be conducted by commerce shall be published in the register of Ohio. At least thirty days notice of the time and place of a public hearing shall be given by said notice which shall state commerce's the bureau's intention to consider adopting, amending, or rescinding a rule; a synopsis or the full text of the proposed rule, amendment, or rule to be rescinded or a general statement of subject matter to which such proposed rule relates; and the date, time and place of the hearing on said proposed action.
(C) Any person may, upon payment of an annual fee of fifteen dollars, obtain advance notification of all hearings or may request to be placed upon a general subscription mailing list. Commerce shall maintain a list of all persons who have requested such notification. Such notice shall be mailed no later than seven calendar days prior to the day of the hearing.
(D) Commerce shall maintain a list of news media that have requested in writing to be given advanced notice of all public hearings. This advanced notice shall be given at least seven days prior to the hearing. In the event of a special hearing by commerce, the news media shall be given at least twenty-four hours advanced notice. If there is an emergency, commerce shall give the news media that have requested it, immediate notification.
