(A) All rules shall apply to the bureau and the commission.
(B) Any application, form, or document that is required to be filed with the bureau but is received by the commission shall be considered filed on the date stamped received by the commission and shall be forwarded by the commission to the appropriate bureau office or section for processing. Any application, form, or document that is required to be filed with the commission but is received by the bureau shall be considered filed on the date stamped received by the bureau and shall be forwarded by the bureau to the appropriate commission office or section for processing.
