Chapter 4501-13 Slow Moving Vehicle Emblem

4501-13-01 Design of slow-moving vehicle emblem (SMV).

(A) The SMV identification emblem consists of a fluorescent, red-orange equilateral triangle with a red retroreflective border positioned with a point of the triangle up. The size and shape of the emblem are shown in figure 1 of ANSI/ASAE S276.5 FEB03. The red-orange fluorescent triangle provides for daylight identification. The red retroreflective border defines the shape of the fluorescent color in daylight and appears as a hollow red triangle in the path of motor vehicle headlights at night.

(B) The SMV emblem design, specifications, performance requirements and testing procedures must meet all sections of ANSI/ASAE S276.5 FEB03. SMV emblems manufactured before the effective date of this chapter may continue to be used if the emblem met and continues to meet the ASAE or ANSI/ASAE standard in effect at the time the emblem was made.

(C) The SMV emblem may be permanently mounted or movable:

(1) Permanent-mounted emblem: a fluorescent, red-orange equilateral triangle with a red retroreflective border as illustrated in figure 1 of ANSI/ASAE S276.5 FEB03 and securely affixed to a slow-moving vehicle.

(2) Portable Movable emblem: a yellow-orange fluorescent, red-orange equilateral triangle with a dark red retroreflective border as illustrated in figure 1 of ANSI/ASAE S276.5 FEB03 securely affixed to a backing material as illustrated in figure 2 of ANSI/ASAE S276.5 FEB03 and displayed on a slow-moving vehicle.

(D) The SMV emblem manufacturer shall place the company name and address on the emblem and shall also certify that the emblem meets the requirements of ANSI/ASAE S276.5 FEB03. This information shall be clearly and permanently marked on the face of the emblem. It shall appear only in the lower center or lower right hand corner of the emblem. On movable emblems, the information may be located on the reverse side of the backing material. When the information is located on the face of the emblem, it shall not include trademarks, symbols, or other types of promotional communications, and the total area used for such information on the face of the emblem shall not exceed 6.5 cm2 (2 in.2).

4501-13-02 Backing material for movable SMV emblem.

(A) The size of the backing material for movable SMV emblems shall be as shown in figure 2 of ANSI/ASAE S276.5 FEB03.

(B) Backing material for movable emblems shall be equivalent to 1.0 mm (0.04 in.) minimum thickness aluminum; 22-gauge 0.8 mm (0.03 in.) minimum thickness millgalvanized coated sheet steel; or 2.0 mm (0.08 in.) minimum thickness ABS plastic as specified in ASTM International standard (ASTM) D4673 or 2.00 mm (0.08 in.) high impact polystyrene plastic as specified in ASTM D4549.

(C) The backing material shall be weatherable, semi-rigid and have a surface receptive to a durable bond. The edges of the backing material shall be shaped to minimize personal injury during handling and when mounted on a slow-moving vehicle.

(D) The backing material for movable SMV emblems shall be as large or larger than the slow-moving vehicle identification emblem.

(E) All of these requirements are minimal and do not preclude the use of materials having superior performance.

4501-13-03 Fluorescent and reflective materials for "SMV" emblem.

(A) The reflective and fluorescent SMV emblem materials shall be tough, flexible, and of sufficient thickness and strength to meet the requirements of clause 5.2.5 of ANSI/ASAE S276.5 FEB03. After the durability test (paragraph 5.2.5 of ANSI/ASAE S276.5 FEB03), the emblem material shall show no appreciable cracking, crazing, blistering, loss of durable bond or dimensional change, and reflective material shall show no appreciable discoloration.

(B) The red-orange color, purity, luminance, and peak reflectance of the fluorescent material shall comply with the specifications of table 3 in ANSI/ASAE S276.5 FEB03 before and after the durability test.

(C) Retroreflective sheeting shall meet requirements of ASTM D4956 for type V sheeting except for the photometric requirements and shall meet the minimum photometric requirements specified in table 1 of ANSI/ASAE S276.5 FEB03. The sheeting shall meet the color specification limits in table 2 of ANSI/ASAE S276.5 FEB03.

(D) All of these requirements are minimal and do not preclude the use of materials having superior performance.

4501-13-04 Mounting and attaching the "SMV" emblem.

(A) Both the permanently mounted SMV emblem and the movable SMV emblem shall be mounted with the point of the triangle upward. (See figure 1 of ANSI/ASAE S276.5 FEB03).

(B) Emblems shall be mounted in a plane perpendicular, to the direction of travel and +/- 20 degrees from the vertical. The emblem shall be visible from the rear of a slow moving vehicle.

(C) The emblem shall be displayed as near to the rear and centered, or as near to the left of center of the vehicle or equipment as practicable. It shall be located 0.6 to 3 m (2 to 10 ft) above the ground measured from lower edge of the emblem.

(D) The emblem shall be securely and rigidly affixed to the equipment. Movable emblems may be mounted by using the socket and identification emblem bracket specified in ANSI/ASAE S277.2 FEB03, “Mounting brackets and socket for warning lamp and slow-moving vehicle (SMV) identification emblem,” or by other means that provide secure and rigid attachment.

(E) The effective reflectivity and fluorescence of the emblem shall be unobscured to the extent that the triangular shape is readily identifiable both day and night.

(F) When more than one vehicle is being operated or transported in a train or series, the emblem may be mounted on either the first vehicle or attached implement as long as the emblem is visible and identifiable from the rear of vehicles involved.

4501-13-05 Lamps and reflectors.

All vehicle lights as required or authorized in division (A) of section 4513.11 of the Revised Code shall be constructed and installed so as to provide adequate and reliable illumination. Vehicle lighting and marking under division (A) of section 4513.11 of the Revised Code and section 4513.111 of the Revised Code, when required, shall be as follows:

(A) Vehicles shall be equipped with and display at least one white light facing forward visible from a distance of not less than one thousand feet to the front of the vehicle and,

(B) Vehicles shall be equipped with and display red lamps visible to the rear as follows:

(1) Two lamps displaying red light visible from a distance of not less than one thousand feet to the rear of the vehicle, or ;

(2) One lamp displaying a red light visible from a distance of not less than one thousand feet to the rear and two red reflectors visible from a distance of six hundred feet to one hundred feet to the rear when illuminated by the lawful lower beams of headlamps.

(C) Every multi-wheel agricultural tractor whose model year was 2001 or earlier and every unit of farm machinery whose model year was 2002 or later, shall also meet the lighting and marking requirements of section 4513.111 of the Revised Code and Rules 4501-15-03 and 4501-15-04 of the Administrative Code.
