No barber shop shall be opened for the business of barbering until a shop license is issued. Any person or persons proposing to open a barber shop in a new location or a change of ownership, or reopening of premises or facilities formerly operated as a barber shop, shall first make application and pay the fees to the Ohio state barber board for an inspection and approval of the premises. Such application must be submitted for board approval at least fifteen days prior to the opening date. The shop license must be displayed in a conspicuous place in the working area where it may readily be seen.
