Rule 4741-3-01 | Purpose of veterinary student loan repayment program.
The board shall administer a veterinarian student loan repayment program which would provide reimbursement for tuition; other educational expenses and/or room and board up to twenty thousand dollars in exchange for the veterinarian signing a letter of intent to provide large animal veterinary services or to protect public health in a veterinary resource shortage area identified by the board. Rule 4741-3-02 | Definitions.
For purposes of this chapter, the following definitions apply: (A) "Board" means the Ohio veterinary medical licensing board. (B) "Large animal veterinary services" means veterinary service provided to any cattle, sheep, goat, swine, poultry, llamas, alpacas, or draft horse used for food or in the production of food, fiber, feed, or other agricultural-based consumer product. (C) "Livestock" means cattle, swine, sheep goats, poultry, llamas, alpacas, and draft horses. (D) "Veterinary services necessary to implement or enforce the law" means services provided by a veterinarian employed by local, state, or federal agencies or by a licensed, accredited veterinary practitioner that implements or enforces regulations that ensure the health of the nations livestock and animal populations and to protect the public health and well-being. (E) "Veterinary services necessary to protect public health" means the availability of a licensed, veterinarian to provide routine diagnosis, assessment, communication, and related duties necessary to advance public health, identify the presence of zoonotic disease risk and help prevent transmission of disease among human and animal populations. Rule 4741-3-03 | Veterinary resource shortage area.
A geographic area or region of Ohio will be considered as a veterinary resource shortage area if veterinary service is not sufficiently available to livestock producers within that area or to meet the public health needs of the area. Rule 4741-3-04 | Criteria for prioritizing underserved areas.
Factors to be considered by the board in determining priorities for determining underserved areas include, but not limited to: (A) Size of the geographic area to be served; (B) Number of livestock farms in the area or any public health position offered by a local, county state or federal government entity in the area; (C) Livestock population within the area; (D) Number of veterinarians providing both routine and emergency services to the livestock producers in the area or number of veterinarians currently engaged in public health duties and employed by a government entity within the area; (E) Distance to closest available veterinary practice that provides large animal services; (F) Presence of an auction market, concentration point, or slaughter facility in the area; (G) Incidence of episodes of zoonotic disease transmission or threat of the same in the area; and (H) Supporting letters or documents from elected or appointed public officials (e.g. county commissioners), representatives of the Ohio department of agriculture or Ohio health department, or cooperative extensive service. Rule 4741-3-05 | Criteria for selection of applicants.
(A) Purpose: The shortage area situations will be best served by a veterinarian who is likely to enthusiastically serve a community and who is likely to remain within that community after his or her payments from the loan repayment program have been terminated. (B) The veterinarian applying for participation should submit a biography and a personal statement explaining his or her motivation to serve in veterinary shortage situations. (C) In addition to requiring the applicant to possess an Ohio veterinary license in good standing and be federally accredited, the board may consider the following factors in the selection process: (1) Percentage of professional activities to be devoted to food animal practice and veterinary public health activities; (2) Types and number of elective courses or continuing education courses, internships and prior experience in food animal medicine and production medicine or public health; (3) Preferences for a rural background and/or experience in production agriculture or for a career in government public health service; (4) Is from the underserved area or has family ties to the area; (5) Length of time applicant is willing to practice in the area. Rule 4741-3-06 | Purpose of the veterinarian student debt assistance program.
The board shall provide a veterinary student debt assistance program which provides full or partial reimbursement for veterinary student tuition; other educational expenses and/or room and board while the veterinarian was enrolled in an accredited veterinary college in recognition of charitable services performed prior to entering the lottery as well as during the two year contract with the board. Rule 4741-3-07 | Definitions.
For purposes of this chapter, the following definitions apply: (A) "Board" means the Ohio veterinary medical licensing board. (B) "Charitable Services" means veterinary services performed without direct compensation, other than for reimbursement of expenses, for a nonprofit organization, a humane society, law enforcement agency or a state,, local, or federal government entity at a minimum of twelve hours. Charitable services include, but not limited to: (1) Spay and neutering services; (2) Vaccination clinics; (3) Assistance to government entities with animal disease outbreaks; (4) Wellness exams and treatment of animals owned by underserved populations in need. (C) "Lottery" means the board may approve an eligible veterinarian for participation in the program by a random drawing of the eligible veterinarians in the odd calendar year. Those veterinarians selected will receive the same award amount designated by the board ranging between five thousand dollars to ten thousand dollars dependent on the total funds in the veterinary student debt assistance fund created in section 4701.26 of the Revised Code. Rule 4741-3-08 | Eligibility.
In order to be eligible to participate in the program, a veterinarian must meet all of the following requirements: (A) Prior to applying, the veterinarian must perform twelve hours of charitable veterinarian services within a one year period. Evidence of service or an affidavit attesting to the charitable services performed must be submitted with the application found on the board web site; (B) The veterinarian is a United States citizen, United States national, or a permanent resident of the United States. (C) The veterinarian has a current license without restriction and has been engaged in the practice or instruction of veterinary medicine in Ohio for more than six months prior to application (D) The veterinarian has taken out an educational loan that was used for educational expenses incurred while the veterinarian was enrolled in a veterinary college; (E) The veterinarian is not a member of the board at the time application is submitted; (F) The veterinarian is not an active program participant under contract with the board; and (G) The veterinarian has not been under contract as a program participant with the board within a year prior to submitting an application. Rule 4741-3-09 | Letter of intent.
(A) Once the board makes a selection from the lottery system, the board will notify the selected veterinarians and send a letter of intent in which the veterinarian agrees to: (1) Perform twelve hours of charitable services in Ohio in a one year period for two consecutive years; and (2) Reside in Ohio for the two year period of the contract. (B) The veterinarian must return the signed letter of intent within thirty days upon receipt in order to enter into a contract with the board for participation in the program. If the letter of intent is not received, the veterinarian forfeits their selection and another veterinarian will be chosen to participate.
