(A) The executive director, with the advice and counsel of the committee, shall charter a fire service training program that meets the requirements of rule 4765-11-03 of the Administrative Code. The executive director may authorize chartered programs to teach fire service training courses at one or more of the following classification levels:
(1) Volunteer firefighter;
(2) Firefighter I;
(3) Firefighter II;
(4) Fire safety inspector;
(5) Fire instructor;
(6) Fire safety inspector instructor.
(B) In order to apply for a new or additional classification, a chartered program must submit an application on a form prescribed by the executive director. Additional classifications will expire on the chartered program's current expiration date.
(C) The executive director may grant a volunteer firefighter classification to a chartered program that meets the requirements set forth in rule 4765-11-03 of the Administrative Code and the following:
(1) Is able to provide the curriculum as outlined in rule 4765-11-09 of the Administrative Code;
(2) Possesses current certified instructors at the appropriate level to provide instruction, supervision, and evaluation of students in both classroom and practical settings;
(3) Has authorization from its local authorizing entity to provide a fire service training program at the volunteer firefighter classification level.
(D) The executive director may grant a firefighter I classification to a chartered program that meets the requirements set forth in rule 4765-11-03 of the Administrative Code and the following:
(1) Is able to provide the curriculum as outlined in rule 4765-11-11 of the Administrative Code;
(2) Possesses current certified instructors at the appropriate level to provide instruction, supervision, and evaluation of students in both classroom and practical settings;
(3) Has authorization from its local authorizing entity to provide a fire service training program at the firefighter I classification level.
(E) The executive director may grant a firefighter II classification to a chartered program that meets the requirements set forth in rule 4765-11-03 of the Administrative Code and the following:
(1) Is able to provide the curriculum as outlined in rule 4765-11-13 of the Administrative Code;
(2) Possesses current certified instructors at the appropriate level to provide instruction, supervision, and evaluation of students in both classroom and practical settings;
(3) Has authorization from its local authorizing entity to provide a fire service training program at the firefighter II classification level.
(F) The executive director may grant a fire safety inspector classification to a chartered program that meets the requirements set forth in rule 4765-11-03 of the Administrative Code and the following:
(1) Is able to provide the curriculum as outlined in rule 4765-11-14 of the Administrative Code;
(2) Possesses current certified instructors at the appropriate level to provide instruction, supervision, and evaluation of students in both classroom and practical settings;
(3) Has authorization from its local authorizing entity to provide a fire service training program at the fire safety inspector classification level.
(G) The executive director may grant a fire instructor classification to a chartered program that meets the requirements set forth in rule 4765-11-03 of the Administrative Code and the following:
(1) Is able to provide the curriculum as outlined in rule 4765-11-15 of the Administrative Code;
(2) Has fire instructor trainers pursuant to rule 4765-21-06 of the Administrative Code, to provide instruction, supervision, and evaluation of students in both classroom and practical settings;
(3) Has authorization from its local authorizing entity to provide a fire training program at the fire service instructor classification level.
(H) The executive director may grant a fire safety inspector instructor classification to a chartered program that meets the requirements set forth in rule 4765-11-03 of the Administrative Code and the following:
(1) Is able to provide the curriculum as outlined in rule 4765-11-16 of the Administrative Code;
(2) Has fire safety inspector instructor trainers pursuant to rule 4765-21-06 of the Administrative Code, to provide instruction, supervision, and evaluation of students in both classroom and practical settings;
(3) Has authorization from its local authorizing entity to provide a fire service training program at the fire safety inspector instructor classification level.
