(A) In order for a volunteer firefighter to upgrade to a firefighter I , the volunteer firefighter shall document compliance with all of the following requirements:
(1) Completion of at least eighty-four hours of continuing education that meets all the objectives in the current NFPA standard 1001 for a firefighter I, is offered through a chartered program in accordance with rule 4765-11-03 of the Administrative Code, and commences and ends within a consecutive thirty-six month period;
(2) Completion of sixteen hours of emergency vehicle operation course in accordance with the NFPA standard 1451 and 1002 approved by a chartered program which shall consist of the following;
(a) Eight hours of classroom lecture;
(b) Eight hours of practical driving.
(3) Successfully passing, within three attempts, a written examination approved by the executive director within twelve months of completion of the course.
(B) Chartered programs offering continuing education as outlined in paragraph (A) of this rule shall provide for regular evaluations of student performance and achievement through written and practical testing prior to the issuance of a certificate of completion.
(C) Any hours completed under paragraph (A) of this rule may be applied toward the applicant's continuing education requirements for the applicant's current fire certification level.
