Ohio Laws and Rules
(A) No person shall operate a motor vehicle on the shoulders except in the case of an emergency or when so directed by a police officer.
(B) This section does not preclude the use of the outer shoulder for emergency stopping, parking or standing as provided in rule 5537-2-15 herein.
