(A) The owner of a herd of swine who wishes to have the herd certified by the department of agriculture as achieving and maintaining status as a pseudorabies qualified negative herd shall comply with the terms and conditions of one of the protocols attached to this rule as appendix “A” and appendix “B” and made a part of this rule.
(B) The cost of collecting samples and testing shall be borne by the herd owner. All tests shall be done by an approved laboratory and copies of the results sent to the State animal health official.
Appendix A
PROTOCOL
For Achieving and Maintaining a Pseudorabies Qualified Negative Herd
In order to achieve and maintain certification by the Ohio department of agriculture of my swine herd as a pseudorabies qualified negative herd, I understand that I must meet the following requirements:
1. Pseudorabies qualified negative herd status will first be achieved by having an official negative pseudorabies herd test on all animals in the herd over six months of age. On this herd test a minimum of ninety percent of the herd must have been on the premises and a part of the herd for at least ninety days prior to the herd test, or shall have entered from another Ohio pseudorabies qualified negative herd within the ninety days prior to the herd test.
Once pseduorabies qualified negative herd status is confirmed, pseudorabies qualified negative herd status will be continuously maintained provided that:
1. Twenty-five percent of the breeding animals over six months of age currently in the herd are tested negative [if ten animals or less in the herd, test all]; and
2. The tests are conducted within the first and the twenty-fifth of the month every three months after the qualifying herd test; and
3. All swine over six months of age in the herd are subjected to the official pseudorabies test each year; and
4. If breeding animals of the herd are located on more than one premise or unit, then twenty-five percent of the breeding animals over six months of age on each premise, or unit, shall be tested [if less than ten animals in the group, test all].
If any qualifying standards are violated, or if the herd becomes infected, pseudorabies qualified negative herd status will be terminated as determined by the Ohio department of agriculture.
If herd status is terminated only for the reason of failure to test within the required time period, then the herd may be qualified by one complete negative herd test.
If herd status is terminated because of the herd being infected, then the herd may be requalified when:
1. The herd has been released from the quarantine as provided by paragraphs (C) and (D) of rule 901:1-11-05 of the Administrative Code; and
2. An official negative herd test is obtained not less than sixty days following the date the quarantine was released.
Additions to a certified pseudorabies qualified negative herd that are not either from natural increase, or another certified pseudorabies qualified negative herd must: have a negative pseudorabies test within thirty days prior to movement, be totally isolated from any other animals on the premises until retested, and found to be negative within twenty-one to thirty days of receipt on the premises.
Swine returning from a show or sale, even if originating from a pseudorabies qualified negative herd, must be totally isolated from any other animals on the premises until retested and found to be negative within twenty-one to thirty days of receipt on the premises.
