Upon notification by the department, to the owner or bailee of a suspect animal, or of any animal found infected with or classed positive to a test for Equine Infectious Anemia, said owner or bailee shall at a time and place designated by the department, stable, confine and present said animal to any duly authorized representative of the department for: (1) Testing; or (2) Identification by Freeze Branding or such other method as approved by the department.
