(A) The director may, subject to controlling board approval, open a special account for promotional purposes pursuant to section 901.04 of the Revised Code. The department of agrculture may accept grants, gifts, devises or bequests of money or property made to or for the use of the department or for promoting any part of the public welfare that is under the supervision and control of the department.
(B) The auditor of state may, annually or at any time, review and inspect the financial records relative to the promotional account opened under section 901.04 of the Revised Code.
(C) The director may, subject to approval by the governor pursuant to section 121.13 of the revised code, appoint an advisory committee consisting of representatives of agricultural interests in the state to advise him on the disbursement of grants, gifts, devises or bequests of property made for promoting any program under the control of the department.
