The state board of education annually through 2007, and every six years thereafter, shall establish at least seventeen performance indicators for the report cards required by division (C) of section 3302.03 of the Revised Code. In establishing these indicators, the state board shall consider inclusion of student performance on any tests given under section 3301.0710 or 3301.0712 of the Revised Code, rates of student improvement on such tests, student attendance, the breadth of coursework available within the district, and other indicators of student success. The state board shall inform the Ohio accountability task force established under section 3302.021 of the Revised Code of the performance indicators it establishes under this section and the rationale for choosing each indicator and for determining how a school district or building meets that indicator.
The state board shall not establish any performance indicator for passage of the third or fourth grade reading test that is solely based on the test given in the fall for the purpose of determining whether students have met the reading guarantee provisions of section 3313.608 of the Revised Code.
