Rule 1301:3-2-01 | Permit fees.
Effective:
October 26, 2020
Each application for a plumbing permit in
accordance with section 3703.07 of the Revised Code shall be made on a form
prepared by the division, and the fees to be paid with the application are: (A)
a fee of two hundred dollars; (B) an additional fee of twenty dollars for each
trap, vented fixture, appliance, or device; and (C) a plan approval fee of two
hundred dollars. In addition to the foregoing permit fees, if a reinspection is
made necessary by the failure of the applicant or plumbing contractor to have
the work ready for inspection when so reported, or by reason of faulty or
improper installation, the person shall pay a fee of one hundred dollars for
each reinspection.

Rule 1301:3-2-02 | Definitions.
Effective:
October 26, 2020
(A) "Division" means the
division of industrial compliance in the Ohio department of
commerce. (B) "Plumbing: means the practice,
materials, and fixtures used in the installation, maintenance, extension, and
alteration of all piping, fixtures, appliances, and appurtenances in connection
with any of the following: drainage systems, venting systems, and the water
supply systems within or adjacent to any building, structure, or conveyance,
and the practice and materials used in the installation, maintenance,
extension, or alteration of the storm water, liquid waste, or drainage systems
and water supply systems of any premises. (C) "Plumbing inspection" means
the examination of the plans and specifications covering the plumbing and their
approval prior to the start of construction or installation and the examination
of the premises during and after construction or installation. (D) "Superintendent" means the
superintendent of the division of industrial compliance in the Ohio department
of commerce.

Rule 1301:3-2-03 | Examination for plumbing inspector certification.
Effective:
October 26, 2020
(A) Application for examination for
certification as a plumbing inspector shall be made in writing to the
superintendent at least thirty days prior to the date on which the examination
will be given, on a form prescribed and furnished by the superintendent. No
applicant shall be examined who submits false, incorrect, or incomplete
information in his application for examination. (B) The prerequisites for the plumbing
inspector examination are as follows: (1) High school education
or equivalent; and (2) Seven years of
practical experience in the installation of plumbing; or (3) A professional
engineer pursuant to section 4733.01 of the Revised Code and three years of
experience in plumbing system design, estimating, or supervision of plumbing
systems installations.

Rule 1301:3-2-04 | Plumbing Inspector Jurisdiction.
Effective:
February 2, 2006
Certified municipal building departments may employ plumbing inspectors; certified township and county building departments shall not employ plumbing inspectors. Plumbing inspections are the jurisdiction of the county health district. The plumbing inspector employed by the county board of health has exclusive jurisdiction to enforce the provisions of the plumbing code.

Rule 1301:3-2-06 | Renewal of plumbing inspector certificates.
Effective:
October 26, 2020
(A) Each person engaged in plumbing
inspections shall possess a valid certificate as a plumbing inspector issued by
the superintendent. Such certificates shall be issued for a period of one
year. (B) Application for renewal of a plumbing inspector certificate
shall be made by the holder of such a certificate not less than sixty days
prior to the termination date of the certificate, on forms furnished by the
superintendent or his designee. (C) For renewal of a plumbing inspector certificate without
examination, the applicant shall complete a minimum of ten hours of continuing
education courses approved by the board of building standards for plumbing
inspector certification.

Rule 1301:3-2-07 | Fees for Plumbing Inspectors.
Effective:
February 2, 2006
(A) The fee for the plumbing inspectors under Chapter 1301:3-2 of the Administrative Code shall be non-refundable, paid to the division, and as follows: (1) Application fee.........................................fifty dollars (2) Examination fee.......................................twenty-five dollars (3) Certification fee.......................................twenty-five dollars (4) Renewal fee..............................................sixty dollars

Rule 1301:3-2-08 | Denial, revocation, or suspension of a plumbing inspector certificate.
Effective:
October 26, 2020
(A) The superintendent or the
superintendent's designee may deny issuance or renewal or revoke or
suspend a plumbing inspector certificate if the superintendent or the
superintendent's designee finds that the applicant has done any of the
following: (1) Falsify
documentation; (2) Violate any provision
of Chapter 3703. of the Revised Code or rules adopted pursuant
thereto; (3) Obtain a license by
fraud, misrepresentation, or deception; or (4) Engage in fraud,
misrepresentation, deception, malfeasance, misfeasance, or nonfeasance in the
conduct of business. (B) Upon a reasonable cause shown, the
superintendent may: (1) Suspend or revoke a
plumber inspector certificate for a specified period of time, from a minimum of
six months to a maximum of life, which the superintendent or
superintendent's designee establishes; and/or (2) Require a holder of a
plumber inspector certificate to complete additional continuing education
courses within a specified time period. (C) Upon written notification of the
action of the superintendent or superintendent's designee, the aggrieved
may appeal pursuant to Chapter 119. of the Revised Code and rule 1301:3-2-09 of
the Administrative Code.

Rule 1301:3-2-09 | Administrative appeals for plumbing inspector certificates.
Effective:
October 26, 2020
Administrative hearings held under Chapter 3703. of
the Revised Code shall be conducted in conformity with Chapter 119. of the
Revised Code relating to adjudication hearings.

Rule 1301:3-2-10 | Temporary plumbing inspector certificates for members of the military and their spouses.
As provided in section 4743.041 of the Revised
Code, temporary certificates for plumbing inspectors shall be issued in
accordance with Chapter 1301:3-9 of the Administrative Code.
