Chapter 4501-50 | Voluntary Motor Decal Registration Program

Rule 4501-50-01 | Authority of the department of public safety to establish a voluntary motor vehicle registration program.
 

(A) The director of public safety in accordance with Chapter 119. of the Revised Code and as authorized by sections 311.31, 505.67 and 737.40 of the Revised Code adopts these rules to establish the color, size and design of decals issued and designate the location where the decals shall be displayed to identify motor vehicles that are enrolled in a voluntary motor vehicle decal registration program to deter motor vehicle theft. These rules set forth the dimensions, description, distinctive color and the location for display of the decals to identify vehicles owned by persons who are participants in a voluntary motor vehicle decal registration program to deter automobile theft.

(B) As provided in section 737.40(G) of the Revised Code, any motor vehicle decal registration program that was in existence on June 1, 1993, and administered by a municipal corporation shall not be required to conform in any manner to section 737.40 of the Revised Code or to this Administrative Code chapter and may continue to be administered in the manner in which it was administered on that date.

Rule 4501-50-02 | Use of motor vehicle decal.
 

As provided in sections 311.31, 505.67 and 737.40 of the Revised Code those enrolled in the following programs shall display on their vehicle the decal issued to identify motor vehicles enrolled in a voluntary motor vehicle decal registration program:

(A) Residents of a county where there has been established a voluntary motor vehicle decal registration program to be controlled and conducted by the sheriff within the unincorporated areas of the county.

(B) Residents of a township where there has been established a voluntary motor vehicle decal registration program to be controlled and conducted by the chief law enforcement officer of the township within the unincorporated areas of the township.

(C) Residents of a municipal corporation where there has been established a voluntary motor vehicle decal registration program to be controlled by the director of public safety of the municipal corporation and conducted by the police department of the municipal corporation.

Rule 4501-50-03 | Design of motor vehicle decal.
 

Design requirements for the motor vehicle decal to be used to identify a vehicle enrolled in a motor vehicle decal registration program authorized under section 311.31, 505.67, or 737.40 of the Revised Code are as follows:

(A) The overall size and shape of the decal shall be three inches by three inches square with adhesive on the back of the decal. The decal shall be highly reflectorized (luminous) and shall have a minimum outdoor life of six years. The decal is to be tamper-proof.

(B) The decal background color shall be white with the name of the issuing jurisdiction or agency to be black and located near the top of the decal. Within the white square of the decal, a solid shape of the state of Ohio is to be printed fluorescent orange. In the lower portion of the orange shape of the state of Ohio, the graphic image identifying the C.A.T. program (an automobile and cat) is to appear in black (see appendix A). (C.A.T. is an abbreviated form of the program name, operation "Catch Auto Thieves.")

(C) Room is available in the decal's right hand corner to allow the issuing jurisdiction to include a sequential number as the decals are issued. Such number is to be printed in black with numbering to run consecutively, with no under-run or over-run allowed.

Rule 4501-50-04 | Display of motor vehicle decal.
 

The motor vehicle C.A.T. decal shall be affixed to the left side (driver side) of the vehicle's rear bumper. The rear bumper decal should be kept clean and free of other material or debris so that the decal remains visible.

Rule 4501-50-05 | Removal of the decal and withdrawal from the program.
 

The motor vehicle owner shall remove the C.A.T. decal from the motor vehicle to withdraw from the C.A.T. program. The motor vehicle owner shall also be required to remove the C.A.T. decal from the motor vehicle prior to any sale or other transfer of ownership of the vehicle.
