Chapter 4501:6-2 | Mcgruff House Program

Rule 4501:6-2-01 | Definitions.

The following definitions are for purposes of this chapter:

(A) "National McGruff house network" ("NMHN") refers to the nonprofit organization that manages, supports, and provides technical assistance and training to McGruff house programs nationwide. The "NMHN" is a licensed program of the national crime prevention council ("NCPC") and is substantially funded through "NCPC" by the bureau of justice assistance, office of justice programs, and U.S. department of justice.

(B) "McGruff house program" means a program in which individuals or families volunteer to have their homes or other buildings serve as places of temporary refuge for children and to display the McGruff house symbol identifying the home or building as that type of place.

(C) "McGruff house symbol" means the symbol that is characterized by the image of "McGruff," the crime dog, and the slogan "take a bite out of crime," and that has been adopted by the national crime prevention council as the symbol of its national citizens' crime prevention campaign.

(D) "Volunteer" means anyone donating time to help make the national McGruff house program work.

(E) "Participant" means an adult whose home functions as an approved McGruff house.

(F) "Participating location" means the household, apartment, residence, or other building that has been approved as a refuge for children pursuant to the "NMHN" and office of criminal justice services rules and the Ohio Revised Code.

(G) "Program coordinator" means a volunteer who coordinates a neighborhood-wide McGruff house program.

(H) "Community coordinator" means a volunteer or paid staff member who manages several local McGruff house programs.

(I) "State coordinator" means someone who supports several community programs within a state on either a paid or volunteer basis.

(J) "Sponsoring agency" means any of the following:

(1) The board of education of any city, local, or exempted village school district;

(2) The governing board of any educational service center;

(3) The governing authority of any chartered nonpublic school;

(4) The police department of any municipal corporation, township, township police district, or joint township police district;

(5) The office of any township constable or county sheriff.

(K) "P.T.A." means parent teacher association.

(L) "Office of criminal justice services" means the office of criminal justice services in the Ohio department of public safety.

Rule 4501:6-2-02 | Requirements for use of the McGruff house symbol.

(A) The McGruff house symbol shall be displayed in accordance with the "NMHN" guidelines and is to be the exclusive symbol in all McGruff house programs in Ohio.

(B) The McGruff house symbol shall not be provided to any participant unless all requirements of the application process have been met and the participant has been approved.

(C) The McGruff house symbol shall be returned immediately to the sponsoring agency if the approved participant moves to another residence or fails to abide by the rules adopted by the office of criminal justice services and the sponsoring agency.

Rule 4501:6-2-03 | Requirements for a sponsoring agency.

(A) A sponsoring agency that establishes and maintains a McGruff house program shall:

(1) Adopt as the exclusive symbol of that program the McGruff house symbol established by the national crime prevention council in paragraph (C) of rule 4501:6-2-01 of the Administrative Code, and

(2) Abide by the rules established by the office of criminal justice services.

(B) A sponsoring agency using the McGruff house symbol shall maintain on file the following information in addition to any additional information it may require:

(1) Name of participant in McGruff household,

(2) Address of participating McGruff household,

(3) Phone number of participating McGruff household,

(4) Names, social security numbers, dates of birth and driver's license numbers of all temporary and permanent residents in the McGruff household,

(5) Participants previous addresses for the last five years,

(6) Participants citizenship status,

(7) Participants typical hours of availability at the McGruff household,

(8) Signatures of participant and all household members, regardless of ages, on application.

(C) A sponsoring agency shall inform individuals or families who serve as participants in a McGruff household of the provisions of the "Good Samaritan" statute as found in section 2305.23 of the Revised Code.

(D) In planning for a McGruff house program, a sponsoring agency should consult with parents and parent groups such as the "P.T.A."

Rule 4501:6-2-04 | Requirements for participants of the McGruff house program.

A person who serves as a participant in the McGruff House program shall:

(A) Submit to a criminal background check, the results of which will be kept confidential,

(B) Be eighteen years of age or older at the time the application for participation in the program is signed,

(C) Obtain and maintain a working telephone at the participating household,

(D) Attend the McGruff program orientation and any follow-up meetings required,

(E) Return the McGruff house sign immediately upon request from a sponsoring agency or coordinator,

(F) Follow any other rules or guidelines the office of criminal justice services, a sponsoring agency, or coordinator deems necessary.
