Chapter 4757-18 | Art Therapy

Rule 4757-18-01 | Qualifications for a license as a licensed professional art therapist.
 

(A) To be eligible for a license to practice art therapy under this chapter, an applicant shall meet all of the following requirements:

(1) Be at least eighteen years of age;

(2) Have attained a master's degree or higher degree from a graduate program in art therapy that one of the following applies to at the time the degree was conferred:

(a) The program is approved by the American art therapy association or its successor organization;

(b) The program is accredited by the commission on accreditation of allied health education programs or its successor organization; The board considers the program to be substantially equivalent to a program approved or accredited under paragraph (B)(2)(a) or (B)(2)(b) of this rule.

(3) Have completed at least two years of postgraduate supervised clinical experience in the experience requirements that the art therapy credentials board, its successor organization, or an equivalent organization recognized by the counselor, social worker, and marriage and family therapist board required for an individual to become a registered art therapist at the time the experience was completed.

(4) Have a board certification in good standing with the art therapy credentials board, its successor organization, or an equivalent organization recognized by the counselor, social worker, and marriage and family therapist board.

(5) Have satisfied any other requirements established by the counselor, social worker, and marriage and family therapist board.

(B) Within sixty days after receiving the information described in division of this section and receipt of proof of compliance with section 4757.101 of the Revised Code, the appropriate professional standards committee of the board shall issue a license to practice as an art therapist as required under paragraph (A) of this rule.

(C) This rule does not apply to members of other professions licensed, certified, or registered by this state while performing services within the recognized scope, standards, and ethics of their respective professions.

(D) Applicants applying on or before October 3, 2024, may be issued a license as a licensed professional art therapist if the applicant meets the following requirements:

(1) The applicant holds a credential in good standing with the art therapy credentials board, its successor organization, or an equivalent organization recognized by the counselor, social worker, and marriage and family therapist board.

(2) The applicant has practiced art therapy for at least five years, as demonstrated by holding a qualifying credential in good standing for five or more years.

(3) The applicant satisfies any additional requirements established by the counselor, social worker, and marriage and family therapist board.

Rule 4757-18-02 | Approval of applications for licensure as an art therapist.
 

(A) Applications that meet the basic requirements as detailed in this rule shall be approved upon receipt of all applicable parts.

(B) Applications for a professional art therapist license that meet the basic requirements for licensure in section 4757.24 of the Revised Code and rules 4757-1-04 and 4757-18-01 of the Administrative Code shall be approved if the following conditions are met:

(1) A complete application for professional art therapist per rule 4757-1-04 of the Administrative Code is received with no questions requiring additional review by the art therapist professional standards committee "APSC" such as felony convictions, loss of license in another state, or other adverse factors.

(2) If required by the board, transcript(s) from an accredited educational institution of a master's or doctoral degree in professional counseling that meets paragraph (A) of rule 4757-13-01 of the Administrative Code.

(3) Proof of passing an examination acceptable to the APSC for the purpose of determining ability to practice as a professional art therapist.

(C) Applications that meet the following conditions shall be prepared for the next APSC meeting, if received at least ten days prior to the meeting. Additional documentation is required from applicants concerning the issues delineated in this paragraph to provide the information needed for the APSC to complete its review and approval.

(1) All applications that have answered questions such that a more detailed review by the APSC is required such as felony convictions, loss of license in another state, or other adverse factor.

(2) All applications with questionable qualifying degrees.

(3) All applications for which staff believe additional information is required for the APSC's review.

Rule 4757-18-03 | Applications for a reciprocal art therapy license.
 

(A) An applicant requesting licensure as an art therapist via reciprocity shall submit to the board all of the following:

(1) A completed licensure application.

(2) The required fee established by the board under paragraph (B) of rule 4757-1-05 of the Administrative Code.

(3) Upon request of the board, if such information cannot be obtained by the board via an online license verification, an official statement, which indicates applicant is currently licensed, certified, registered, or otherwise authorized to practice as a social worker or independent social worker in another jurisdiction.

(4) Upon request of the board, if such information cannot be obtained by the board via an online license verification, an official statement from any and all jurisdictions where the applicant is currently or has been previously licensed, certified, registered, or otherwise authorized to practice as a social worker indicating whether the applicant is in good standing and whether disciplinary action has been taken or is pending against the applicant.

(5) Documentation the applicant has passed the examination and holds an active certification as a board-certified registered art therapist.

(6) Criminal background checks indicating the applicant has committed no disqualifying offenses.

(7) Any additional documentation requested by the board that would assist the board in making a determination as outlined in paragraph (B) this rule.

(B) The art therapy professional standards committee may consider the following factors to determine whether to grant the applicant a license via reciprocity:

(1) Whether the applicant possesses a master's degree in art therapy awarded by an appropriately accredited institution.

(2) Whether the applicant holds a board certification as a registered art therapist.

(3) Whether the applicant's license is currently in good standing in another jurisdiction and whether applicant has been disciplined in another jurisdiction.

(4) The number of years the applicant has practiced as an art therapist in another jurisdiction.

Rule 4757-18-04 | Scope of Practice for an art therapist.
 

(A) Art therapy means the integrated use of psychotherapeutic principles and methods with art media and the creative process to assist individuals, families, or groups in doing any of the following:

(1) Improving cognitive and sensory motor function.

(2) Increasing self-awareness and self-esteem.

(3) Coping with symptoms related to stress, anxiety, grief, guilt, anger, and traumatic experiences.

(4) Enhancing cognitive abilities.

(5) Resolving conflicts and distress.

(6) Enhancing social functioning.

(7) Reducing psychiatric symptoms of mental health disorders such as, but not limited to depression, anxiety, posttraumatic stress, and attachment disorders.

(8) Explore feelings, gain insight into behaviors, and reconcile emotional conflicts.

(9) Improve school performance, family functioning and parent/child relationship.

(B) Art therapy includes:

(1) Therapeutic intervention to facilitate alternative modes of receptive and expressive communication, evaluation, and assessment to define and implement art-based treatment plans to address cognitive, behavioral, developmental, and emotional needs within a therapeutic relationship.

(2) Clinical appraisal and treatment activities during individual, couples, family or group sessions, which provide opportunities for expression through the creative process.

(3) Using the process and products of art creation to explore client inner fears, conflicts, and core issues with the goal of improving physical, mental and emotional functioning and well-being;

(4) Using art therapy assessments to determine treatment goals and implement therapeutic art interventions which meet developmental, mental, and emotional needs.

(C) Practice of art therapy means the rendering or offering to render art therapy in the prevention or treatment of cognitive, developmental, emotional, or behavioral disabilities or conditions.

(D) Provide training supervision for students and persons completing supervised experience to qualify for a license as a licensed professional art therapist when services are within their scope of practice.

(E) Persons completing supervised experience to qualify for a license as an art therapist may work in the scope of practice of an art therapist, provided that experience is completed under the supervision of a licensed art therapist and the person under supervision does not hold herself or himself out as a person licensed or registered under this chapter.

(F) Beginning one year after October 3, 2023, no person shall knowingly engage in the practice of art therapy or use the title "art therapist" or a similar title unless the person holds a valid license issued under this chapter that is in good standing.

(G) This rule does not apply to members of other professions licensed, certified, or registered by this state while performing services within the recognized scope, standards, and ethics of their respective professions.
