The stewards may require the owner and/or trainer of a horse to prove that the horse is qualified in every way to participate in a race. They may also require proof that the horse was not nominated by, or is not the property, wholly or in part, of a disqualified person. If not satisfied with such proof, the stewards may disqualify the horse.
