Rule 5120:1-8-15 | Administrative segregation.
Full service jails shall comply with the following standardsregarding administrative segregation.
(A) Important) Each jail will have written policies andprocedures that govern the administrative segregation of inmates from thegeneral population and will be employed to separate an inmate from the generalpopulation when one or more of the following exists:
(1) The inmatepresents an inability to conform with established standards of behavior forgeneral population.
(2) The inmate posesa threat to self, others, or the security of the jail.
(3) The inmatepresents a need for protection as determined by the jail administrator ordesignee.
(4) The inmate is atrisk of spreading a communicable disease.
(5) The jailadministrator or designee has otherwise determined that such segregation isnecessary and in the best interests of the inmate, staff, or the safe andsecure operation of the jail.
(B) (Important) The use of administrativesegregation as a penalty is prohibited.
(C) (Important) Within twenty-four hours ofadministrative segregation, the inmate will be provided with writtendocumentation of the reason for confinement. The inmate will be provided anopportunity for a written or oral response to the jail administrator ordesignee, to be reviewed within seventy-two hours for determination ofcontinued confinement.
(D) (Important) Inmates held inadministrative segregation for thirty consecutive days will receive anadministrative review by the jail administrator or designee. Subsequent reviewswill be conducted every thirty days. Reviews will be documented.
(E) (Important) Inmates in administrativesegregation will receive all privileges and rights unless the inmate poses athreat to the security of the jail or the health and welfare of him/herself orothers. Any suspension or modification of privileges and/or rights will bedocumented.
