Rule 5180:2-5-22 | Recommendation for initial foster home certification.
(A) Can an agency recommend for certification an applicant whose residence is already licensed or certified to provide overnight substitute care by other agencies?
An agency shall not recommend for certification any applicant whose residence is licensed, regulated, approved, operated, or otherwise certified as a facility to provide overnight substitute care for unrelated persons by the following:
(1) The department of youth services.
(2) The department of behavioral health.
(3) A community alcohol, drug addiction and mental health board.
(4) The department of developmental disabilities.
(5) A county board of developmental disabilities.
(6) The department of health.
(7) A juvenile court.
(B) What is required for the approval of an initial application for foster home certification?
Each initial application must be approved through an assessor's evaluation of the residence, the prospective foster caregiver, and household members.
(C) How does an agency submit a recommendation for foster home certification?
The agency must enter the information into Ohio's comprehensive child welfare information system (CCWIS).
(D) What happens after a recommendation for certification is received by the Ohio department of children and youth (DCY)?
DCY will determine the effective and expiration dates of the foster home certificate.
(E) What is the earliest possible effective date of an initial foster home certificate?
The effective date shall be no earlier than the date the recommendation is routed to DCY in Ohio's CCWIS.
