Section 4713.31 | Qualifications for instructor license.
(A) Except as provided in division (B) of this section, the state cosmetology and barber board shall issue an instructor license to an applicant who satisfies all of the following applicable conditions:
(1) Is at least eighteen years of age;
(2) Has the equivalent of an Ohio public school twelfth grade education;
(3) Pays to the board the applicable application fee;
(4) Notwithstanding section 4798.05 of the Revised Code, submits to having a photograph taken by the board;
(5) In the case of an applicant for an initial cosmetology instructor license, holds a current, valid advanced license to practice cosmetology issued in this state and does either of the following:
(a) Submits proof, as determined by the board, that the applicant has engaged in the practice of cosmetology in a licensed beauty salon for at least one thousand eight hundred hours;
(b) Has a school licensed in this state certify to the board that the applicant has successfully completed one thousand hours of board-approved cosmetology instructor training as an apprentice instructor.
(6) In the case of an applicant for an initial esthetics instructor license, holds a current, valid advanced license to practice esthetics or cosmetology issued in this state and does either of the following:
(a) Submits proof, as determined by the board, that the applicant has engaged in the practice of esthetics in a licensed esthetics salon or practice of cosmetology in a licensed beauty salon for at least one thousand eight hundred hours;
(b) Has a school licensed in this state certify to the board that the applicant has successfully completed at least five hundred hours of board-approved esthetics instructor training as an apprentice instructor.
(7) In the case of an applicant for an initial hair design instructor license, holds a current, valid advanced license to practice hair design or cosmetology and does either of the following:
(a) Submits proof, as determined by the board, that the applicant has engaged in the practice of hair design in a licensed hair design salon or practice of cosmetology in a licensed beauty salon for at least one thousand eight hundred hours;
(b) Has a school licensed in this state certify to the board that the applicant has successfully completed at least eight hundred hours of board-approved hair design instructor training as an apprentice instructor.
(8) In the case of an applicant for an initial manicurist instructor license, holds a current, valid advanced license to practice manicuring or cosmetology and does either of the following:
(a) Submits proof, as determined by the board, that the applicant has engaged in the practice of manicuring in a licensed nail salon or practice of cosmetology in a licensed beauty salon for at least one thousand eight hundred hours;
(b) Has a school licensed in this state certify to the board that the applicant has successfully completed at least three hundred hours of board-approved manicurist instructor training as an apprentice instructor.
(9) In the case of an applicant for an initial natural hair style instructor license, holds a current, valid advanced license to practice natural hair styling or cosmetology and does either of the following:
(a) Submits proof, as determined by the board, that the applicant has engaged in the practice of natural hair styling in a licensed natural hair style salon or practice of cosmetology in a licensed beauty salon for at least one thousand eight hundred hours;
(b) Has a school licensed in this state certify to the board that the applicant has successfully completed at least four hundred hours of board-approved natural hair style instructor training as an apprentice instructor.
(10) In the case of all applicants, passes an examination conducted under division (B) of section 4713.24 of the Revised Code for the branch of cosmetology the applicant seeks to instruct.
(11) Pays to the board the applicable license fee.
(B) The board shall issue an instructor license for a branch of cosmetology in accordance with Chapter 4796. of the Revised Code to an applicant if either of the following applies:
(1) The applicant holds an instructor license in that branch of cosmetology in another state.
(2) The applicant has satisfactory work experience, a government certification, or a private certification as described in that chapter as an instructor in that branch of cosmetology in a state that does not issue that license.
