Rule 1501:47-7-03 | Vessels and operations on waterways within the jurisdiction of the city of Columbus, Franklin county.
(A) For the purpose of this section, "waterways of the city" shall be defined as all waters within the territorial limits of the city of Columbus or bounded by city owned lands.
(B) No person shall operate any vessel of more than ten horsepower on the waterways of the city.
(1) Exceptions
(a) Griggs reservoir
(b) O'Shaughnessy reservoir
(c) The downtown Scioto River pool
(C) No person shall operate any motorized vessel on any waterways of the city at a speed exceeding idle speed within a distance of one hundred feet of the shorelines.
(D) Personal watercraft, which are classified by the United States coast guard as small class A-1 or A-2 vessels and which use as the primary source of mechanical power an inboard or outboard motor powering a jet pump, and which are designed to be operated by a person in a sitting on, standing on, or in a kneeling position on the craft rather than that of the conventional manner of either sitting or standing inside the vessel, are prohibited on all city controlled waterways.
(E) No person shall operate any motorized vessel on waterways of the city at a speed exceeding ten miles per hour between sunset and sunrise.
(F) No person shall take off or ascend within or from the waterways of the city or voluntarily bring, land or alight upon the waterways of the city in any airplane, flying machine, balloon, glider, or other aerial apparatus.
(G) No person shall operate an iceboat on any waterways of the city except on Hoover reservoir, where such iceboats shall meet the following requirements:
(1) Iceboats may not be propelled by any means other than sails;
(2) Gross vessel weight may not exceed three hundred pounds, to include mast, sails, and all other equipment;
(3) All iceboats are required to carry fifty feet of line readily accessible for use.
(H) The operator of any vessel on any waterways of the city shall not intentionally use a water spray device or cause a water spray so as to impede the safe operation of any vessel.
(I) Any vessel operated by any law enforcement officer or emergency services personnel while in the course of duty shall be exempted from this rule in the exercise of their regular duty.
