Rule 3333-1-14 | Ohio computer science promise program.
(A) Authority
This rule is adopted under the authority conferred upon the chancellor of higher education by section 3322.20 of the Revised Code.
(B) Purpose
The purpose of the Ohio computer science promise program ("CS Promise program") is to guarantee all Ohio public school students in grades seven to twelve have the opportunity to take at least one computer science course per academic year.
(C) Definitions
(1) "Computer science course" is defined in division (D) of section 3319.236 of the Revised Code as any course reported in the educational management information system with content specified in section 3301.012 of the Revised Code.
(2) "Ohio resident" means either a student who is eligible for foundation funding or, if taking a course for postsecondary credits, a student who meets the definition of Ohio resident as set forth in rule 3333-1-10 of the Administrative Code.
(3) "Public Secondary School" has the same meaning as division (R) of section 3365.01 of the Revised Code.
(4) "Nonpublic Secondary School" has the same meaning as division (J) of section 3365.01 of the Revised Code.
(5) "Governing entities" means school boards or other bodies that govern a public or nonpublic secondary school.
(D) Application for course providers
(1) Public and nonpublic secondary schools, educational service centers, nonprofit and for-profit organizations, and institutions of higher education may apply to be course providers for the CS promise program.
(2) On a schedule determined by the department of education and workforce, in consultation with the department of higher education, the department of education and workforce will release a request for information on its webpage https://education.ohio.gov/Topics/Learning-in-Ohio/Computer-Science/CS-Promise that will allow the entities listed in this paragraph to apply to offer courses under the CS promise program.
(3) A potential course provider is to complete the application provided by the department of education and workforce and describe the courses that it seeks to provide under the CS promise program.
(E) Evaluation of applications
(1) The department of education and workforce will establish a team to review each provider and course submitted and make a final determination as to which courses will be available to students seeking to participate in the CS promise program.
(2) The review team will have knowledge of the Ohio high school learning standards for computer science adopted by the Ohio department of education and workforce, high quality instruction, and Ohio's educational landscape. The review team members will be free of any conflicts of interest for all assigned applications.
(3) Approval for each course may be for one or multiple academic years. Each provider is responsible for reapplying to renew its approval, which may be on the same initial approval form unless a separate renewal form is available in a cycle.
(F) Posting of approved courses
(1) The department of education and workforce will keep an updated list of approved courses posted on its website.
(2) The department of education and workforce may include on the list of approved courses a suggested sequence of courses with progressive rigor to assist students with selecting courses.
(G) Payment
(1) If sufficient funds are available, schools who have students enrolled in eligible courses may seek reimbursement from the state agency that is appropriated funding for this purpose on a form provided by that agency. The department of education and workforce and the department of higher education will annually update public and nonpublic secondary schools, educational service centers, nonprofit and for-profit organizations, and institutions of higher education, in a form and manner determined to be appropriate by the respective agencies, on the extent to which sufficient funds are available to permit the seeking of reimbursement.
(H) High school credit and disputes
(1) Nonpublic schools who choose to participate in the CS promise program and public secondary schools are to offer high school credit to students participating in the program as set forth in section 3322.24 of the Revised Code.
(2) In the event of a dispute regarding the granting of high school credit between the governing entity and the participant, the participant should first alert the governing entity that they are going to appeal to the department of education and workforce. The parties should attempt to reach a consensus.
(3) If a consensus cannot be reached, the participant may submit their complaint to the department of education and workforce in a manner set forth by the department. The department's decision regarding any disputes under this paragraph is final.
