Rule 4765-7-02 | Classification of EMS provider and instructor training courses.

 

(A) An institution that is granted a certificate of accreditation may be authorized by the board to teach one or more of the following classifications:

(1) Initial EMS provider certification as follows:

(a) Emergency medical responder;

(b) Emergency medical technician;

(c) Advanced emergency medical technician;

(d) Paramedic.

(2) EMS continuing education;

(3) Fire and emergency service instructor;

(4) The board may authorize accredited programs holding an emergency medical technician classification to teach the emergency medical technician course as set forth in this chapter of the Administrative Code in secondary school public safety programs provided that all of the following are met:

(a) The delivery of an emergency medical technician course in a secondary school public safety training program was included in the approved "Certificate of Accreditation Application" submitted by the program, or was approved by the emergency medical, fire, and transportation services board, subsequent to a written request;

(b) The emergency medical technician course meets all requirements as set forth in this chapter of the Administrative Code;

(c) The emergency medical technician course curriculum is as set forth in this chapter of the Administrative Code;

(d) The program utilizes individuals who:

(i) Hold a current and valid certificate to teach in accordance with Chapter 4765-18 or Chapter 4765-21 of the Administrative Code; and

(ii) Hold a certificate to practice at or above the emergency medical technician classification level.

(e) The delivery of an emergency medical technician course has been approved by the accredited program's authorizing official.

(5) In order to operate an additional ems training classification, an accredited institution shall submit a written request to the division and meet all required set forth in rule 4765-7-03 of the Administrative Code, and be approved by the board. Any additional approved training classification swill expire on the expiration date of the current certificate of accreditation.

(B) A certificate of accreditation may be valid for up to five years pursuant to section 4765.17 of the Revised Code if the accredited institution meets all of the following requirements:

(1) The accredited institution is in compliance with all the requirements in rule 4765-7-03 of the Administrative Code;

(2) The accredited institution has held a certificate of accreditation for the preceding years;

(3) The accredited institution is in compliance with the requirements in paragraph (C) of rule 4765-7-08 of the Administrative Code;

(4) The previous certificate of accreditation was issued without any contingencies;

(5) The accredited institution has not been issued a proviso certificate of accreditation during the preceding six years;

(6) The accredited institution has not received any disciplinary action by the board during the preceding six years.

(C) The board shall grant an emergency medical responder classification to an accredited program that:

(1) Meets all requirements as set forth in rule 4765-7-03 of the Administrative Code;

(2) Provides the curriculum as set forth in rule 4765-7-12 of the Administrative Code;

(3) Utilizes individuals who hold a current and valid certificate to teach in accordance with Chapter 4765-18 or Chapter 4765-21 of the Administrative Code at or above the emergency medical responder classification level;

(4) Has approval from its authorizing official to provide an EMS training course at the emergency medical responder classification level.

(D) The board shall grant an emergency medical technician classification to an accredited program that:

(1) Meets all requirements as set forth in rule 4765-7-03 of the Administrative Code;

(2) Provides the curriculum as set forth in rule 4765-7-13 of the Administrative Code;

(3) Utilizes individuals who hold a current and valid certificate to teach in accordance with Chapter 4765-18 or Chapter 4765-21 of the Administrative Code at or above the emergency medical technician classification level;

(4) Has approval from its authorizing official to provide an EMS training course at the emergency medical technician classification level.

(E) The board shall grant an advanced emergency medical technician classification to an accredited program that:

(1) Meets all requirements as set forth in rule 4765-7-03 of the Administrative Code;

(2) Provides the curriculum as set forth in rule 4765-7-14 of the Administrative Code;

(3) Utilizes individuals who hold a current and valid certificate to teach in accordance with Chapter 4765-18 or Chapter 4765-21 of the Administrative Code at or above the advanced emergency medical technician classification level;

(4) Has approval from its authorizing official to provide an EMS training course at the advanced emergency medical technician classification level.

(F) The board shall grant a paramedic classification to an accredited program that:

(1) Meets all requirements as set forth in rule 4765-7-03 of the Administrative Code;

(2) Provides the curriculum as set forth in rule 4765-7-15 of the Administrative Code;

(3) Utilizes individuals who hold a current and valid certificate to teach in accordance with Chapter 4765-18 or Chapter 4765-21 of the Administrative Code at the paramedic classification level;

(4) Has approval from its authorizing official to provide an EMS training course at the paramedic classification level.

(G) The board shall grant a fire and emergency services instructor classification to an accredited program that:

(1) Meets all requirements as set forth in in rule 4765-7-03 of the Administrative Code;

(2) Provides the curriculum as set forth in rule 4765-7-17 of the Administrative Code;

(3) Utilizes individuals who hold a current and valid fire and emergency services instructor II certificate to teach in accordance with Chapter 4765-18 or Chapter 4765-21 of the Administrative Code, and such certificate must have been valid for at least the last three years;

(4) Has approval from its authorizing official to provide an instructor training course at the fire and emergency services instructor classification level.

(H) An accredited program may voluntarily surrender its accreditation, or any classification by submitting a request to the division.

(1) Such request to surrender shall be in writing;

(2) Such surrender is subject to the board's approval;

(3) A surrender approved by the board becomes effective upon the date of approval.
