Rule 5101:1-3-01 | Ohio works first: federal outcome measures.

 

(A) Section 5107.05 of the Revised Code authorizes the director of Ohio job and family services (ODJFS) to adopt rules as necessary to comply with Title IV-A, Title IV-D, federal regulations, state law, and the state plan. This rule describes the information reported to the administration for children and families (ACF) within the department of health and human services (HHS) and a county agency's responsibilities for ensuring the data is reliable and accurate

(B) What are the federal outcome measures?

ODJFS provides regular reporting to ACF regarding the administration of Ohio works first (OWF). Federal outcome measures include the following regarding a work eligible individual (WEI):

(1) Employment rate: the percentage of WEIs who are in unsubsidized employment during the second quarter after exiting OWF;

(2) Median earnings: the median level of earnings of WEIs who are in unsubsidized employment during the second quarter after exiting OWF;

(3) Median earnings: the median level of earnings of WEIs in the fourth quarter after exiting OWF who were also in unsubsidized employment during the second quarter as described in paragraph (B)(1) of this rule; and

(4) Reduced dependence on government food benefits: the percentage of WEIs with earnings above the federal income eligibility levels for supplemental nutrition assistance program (SNAP) the fourth quarter after exiting OWF.
