Before giving the treasurer of a board of education a warrant for school funds due a school district at the semiannual distribution of real property and public utility taxes collected, the county auditor shall require the treasurer of the district to file with him a statement showing the amount of school funds on hand according to his books and the books of the depository. Such statement shall indicate that the treasurer's books are in exact balance with the depository accounts and shall be certified to by the treasurer and proper officer of the depository.
